IMPORTANT NOTE REGARDING
DRAFT-5 OF MPWMD ORDINANCE NO. 96,
AN ORDINANCE THAT WOULD
REVISE THE DEFINITION AND REGULATION OF WATER DISTRIBUTION SYSTEMS
December 6, 2000
Draft-5 of Ordinance
No. 96 is the most recent version of the ordinance
(December 1, 2000), which reflects direction by the Monterey
Peninsula Water Management District (MPWMD) Board of Directors at its meeting
of November 20, 2000, when the Board approved the first reading of
the ordinance and set December 11, 2000 as the date for second reading.
Text in red ("redline") reflects changes from
the Draft-4 version.
The second reading of the ordinance is on the
published agenda for December 11, 2000, but will be continued until the
January 2001 Board meeting due to other public hearing items that must
be addressed in December 2000. Because the third Monday of the month falls
on the Martin Luther King Holiday, a date certain for the January 2001
meeting is not known at this writing. Likely dates are Thursday, January
18, 2001 or Thursday, January 25, 2001.
In the January 2001 staff report, staff will recommend
final refinements to the Draft-5 text. The
refinements address:

effective date of ordinance,
-
clarify definition of single-connection systems,
-
whether or not single connection systems should be
regulated only in the Carmel Valley alluvial aquifer and Seaside coastal
areas, and
-
clarification of projects in progress.
