Scope of Work for Consultant to Assist with Implementation of MPWMD Rules and Regulations Governing Water Distribution Systems
March 11, 2003
Idias Consulting (“consultant”) shall be retained for the period April 1 through December 30, 2003 (as funds are available) on a time and materials basis as directed by the Monterey Peninsula Water Management District (MPWMD) General Manager (or his designee) for a not-to-exceed amount of $51,000. Consultant will be paid at a rate of $70 per hour.
The key consultant tasks include:
Ř Review District Rules and Regulations and implementation procedures with MPWMD staff (and legal counsel if needed).
Ř With oversight of staff and legal counsel, help set production and connection limits for current water distribution systems that need a case-by-case review; identify systems that can be addressed as a class. Consultant will focus on technical, well-related information.
Ř With oversight of staff and legal counsel, help process and evaluate the expected influx of new applications for a water distribution system permit. Consultant will use templates of letters, notices and other materials to ensure consistency and a standardized procedure.
Ř If time and resources allow, provide organizational assistance of well-related data that includes database management and a geographic information system (GIS). Assist Water Resources Division Manager in writing technical procedures guide for applicants and their consultants to use regarding well-related testing and data requirements.
Ř Help assess workload impacts and procedures, and make recommendations to improve ordinance implementation
Ř Other related tasks as assigned by the General Manager or his designee.
This scope of work is included as an exhibit to a contract between the consultant and MPWMD pending authorization by the MPWMD Board on March 17, 2003.
