Evaluate and Certify EIR on Water Augmentation Projects in Compliance with CEQA and NEPA |
District environmental consultants submitted a revised
draft Carmel River Flow Threshold Report for review at the 2/27/03 Board
meeting. District engineering consultants submitted a revised internal
draft Phase 1 engineering report on non-dam water supply options; the Phase 1
report will be reviewed by staff, revised once again and a formal draft
will be presented to the Board at its 3/27/03 special meeting. A
significant effort was expended on developing scope of work, schedule and
cost estimates for several Phase 2 water supply project evaluation
scenarios. The Chair has directed that the Board will take action on
these options at its 3/27/03 special meeting. |

Revise the Water Permit Process |
A draft request for proposals (RFP) for consulting
services related to this initiative was mailed the week of November 12,
2002. None of the seven consultants to
whom the RFP was sent responded, and the District has been unable to generate
interest in the project during more recent attempts to locate a
consultant. The District is in the
process of splitting apart the tasks listed in the original RFP and will be
searching for consultants to address separate issues related to revising the
permit process. A detailed update on
this initiative is planned for the March 27,2003
Strategic Planning Session. |

Develop Seaside Basin Ground Water Management Plan |
The determination on environmental review is to
complete a program-level EIR. The
public outreach plan has been drafted.
District staff and consultants are currently preparing updated maps
and other graphics for interest group meetings and public workshops. |

Develop Storm Water Reuse Plan |
Pursuant to direction by the Board at the 1/16/2002
strategic planning session, storm water reuse has been incorporated into the
water supply augmentation initiative. |
5. |
Increase
Innovative and Effective Conservation Practices |
A presentation on this initiative will be scheduled
for a future Strategic Planning Session.
The Board has given priority to Initiatives 1 through 4. |
