SUMMARY: District
staff has developed a Request for Proposals (RFP) for a consultant to conduct a
search to recruit a replacement General Manager. Exhibit
15-A is a draft RFP and Exhibit
15-B is a list of consultants that the RFP will be sent to. Board members are encouraged to submit the
names of any additional consultants they wish to receive the RFP to District
staff by April 22, 2003.
RECOMMENDATION: The
Board should review the draft RFP, accept public comment and provide direction
to District staff. The Administrative
Committee reviewed the draft RFP on April 14, 2003, suggested several changes
and voted 3-0 to recommend approval of the draft after incorporation of those
changes.
IMPACT
ON STAFF RESOURCES: The 2002-2003 budget includes $7,000 for
personnel recruitment. Of this amount,
approximately $4,300 remains unspent at this time. The personnel section of the budget also
contains $59,500 of contingency funds.
The majority of the costs for this consultant will be incurred in Fiscal
Year 2003-2004 and funding will be included in that budget which is currently
being prepared.
BACKGROUND
INFORMATION: General Manager Ernesto A. Avila submitted his
resignation to the Board of Directors in a letter dated March 14, 2003. Effective March 18, 2003, Fran Farina was
appointed Acting General Manager until a permanent replacement could be
recruited. District staff was directed
to develop a Request for Proposals for a consultant to conduct a search to
recruit a replacement.
