SUMMARY:  As a condition of approval for creation of the Monterra Ranch Mutual Water Company (MRMWC) water distribution system, a comprehensive Annual Water Monitoring Program Report (report) is required to be submitted each year, subject to review and approval by the District Board.  The two reports covering Reporting Year 2001 and Water Year 2002 were received by the Board at the June 16, 2003 meeting.  During discussion of this item, several questions were raised by Board members regarding the information in the reports, and approval of the reports was deferred until additional questions and clarifications from staff and Board are received and reviewed.  Accordingly, a letter was prepared and sent to Carmel Development Company on behalf of MRMWC, listing the items requiring responses.  This letter was distributed with the July 11, 2003 weekly summary materials.   The letter requests an August 1, 2003 response in anticipation of bringing this item back for Board consideration in August 2003.
