SUMMARY: At the District Board meeting on June 16, 2003, the Monterra Ranch Mutual Water Company (MRMWC) annual water monitoring program reports for 2001 and 2002 were presented. During Board discussion of this item, several questions were raised by Board directors regarding the information in the reports, and the item was continued so that staff and Board questions and clarifications could be provided and reviewed. Accordingly, a letter to MRMWC was prepared, which is included as Exhibit 2-A. Responses to the District’s comment letter are also provided as Exhibit 2-B from the MRMWC consultant, Questa Engineering Corporation.

RECOMMENDATION: The responses submitted on behalf of the MRMWC (Exhibit 2-B) address all the District comments and provide the additional information requested. Therefore, staff recommends that the 2001 and 2002 annual water monitoring program reports be accepted as fulfilling the requirements of the MRMWC permit conditions. The comment and response letters will be filed together with the annual reports for future reference.
