Team Safety Meeting
September 18, 2003

a.m. at the Carmel Valley Field Office

I. TOPICS OF DISCUSSION
1. Annual
Field Inspections: Team Safety performed inspections of the District’s
field facilities.
a.
Carmel Valley Field Office - Results of the Field Office Inspection were very
positive. The work areas have been
organized and cleared of housekeeping hazards found during last year’s
inspection. Minor safety issues that
were discovered were as follows:
1)
One
fluorescent light fixture needed to be secured. This was accomplished during
the inspection.
2)
The
small wall-mounted fire extinguisher’s inspection tag was stamped 2001, despite
an inspection of District extinguishers in November 2002. All extinguishers need to be brought to the
home office for these annual inspections, and it is important that they be
reviewed afterwards to make sure that the tags are actually stamped.
3)
The
first aid kit needs to have a new supply of disposable gloves.
4)
Unit
#3’s vehicle inspection tag needed to be updated to reflect its most recent
service.
b.
Carmel Valley Shop - Some of the housekeeping issues from last year’s inspection, such as
the extra file cabinet blocking an aisle, old tires, and painting pallets in
the middle of the floor have been removed.
There was no oil residue or any other type of fire hazard visible. However the following was noted:
1) There was an excessive amount of wood curls and sawdust residue in the drilling machine that should be been cleaned up after use. Also, the shield/helmet facemask was very dirty and unusable. The mask, as well as respirators and ear protective equipment should be stored in protective plastic containers.
2) The shop vacuum and metal press, left unused for a long time, are still taking up a great deal of room. The shop vacuum can be assembled and used. When assembled, it can be rolled on its wheels to a better storage location within the shop. An evaluation needs to be done as to whether the metal press should be auctioned off as surplus material.
3) There was a huge portable dredge blocking access to the shop from the door and to the door from inside the shop. This is equipment on loan from the Department of Fish and Game. The District has signed an agreement to use, store, and maintain the dredge for five years. Therefore, this machinery must be placed further back from the doorway, so as not to be a hazard. If the metal press and vacuum are moved and/or removed, the dredge can be put in their place.
c. Carmel Valley Storage - The Storage Shed was inspected. There was no clutter and the items in storage were easily accessible.
d. Sleepy Hollow Steelhead Rearing Facility - The building and storage shed at the Sleepy
Hollow Facility had excellent housekeeping. Required personal protective
equipment for staff is available and stored in an orderly, accessible
manner. Fire extinguishers are current
and the chemical storage area outside the building is clearly marked. However a significant hazard was found:
1) One of the fire hoses outside the main building appears to be inoperable due to rodent bites, and another did not have a nozzle in place. There were other hoses lying on the ground for use with the large fish tanks, that could be used to fight a fire. However, the large hoses near the building should be operable at all times.
Inspection Reports will be distributed to the appropriate Division Managers for review and remedial action.

The next Team Safety Meeting is scheduled for Friday, December 5th
at 9:00 am
