1.

 

Evaluate and Certify EIR on Water Augmentation Projects in Compliance with CEQA and NEPA

 

Staff and consultants achieved a major milestone by completing the Board Review Draft EIR for receipt at the December 15, 2003 meeting.  The EIR evaluates an 8,409 AFA Sand City desalination plant in detail along with four alternatives.  The Board directed that formal distribution of the Draft EIR be delayed until results of geotechnical and geophysical field tests carried out in November-December 2003 are evaluated and described in two reports scheduled for completion in February-March 2004.  The Board has set a special workshop on March 31, 2004 to review the status of the EIR and the feasibility of HDD or “slant wells” for the proposed MPWMD desalination project.  In the meantime, copies of the EIR are available for review at the District office; a CD can be purchased for $5.

Revise the Water Permit Process

 

 

 

 

A massive project to convert the Water Demand Division’s filing system to an Assessor's Parcel Number (APN)-based system is underway.  The project is expected to take eight weeks to complete and will facilitate the planned upgrade of the data management systems in the Water Demand Division by converting the existing files to electronic data.  The Administrative Committee recommended support of a contract with PM Connect to define and finalize the user and technical specifications for the new database application and to write the Request for Qualifications to assist with selection of a firm to build the new database system.  Staff has been working with PM Connect over the past month to refine the scope of the project and to define the business processes that need to be addressed.  Land Systems Group continues to compile and organize the existing policies and procedures of the Water Demand Division

Develop Seaside Basin Ground Water Management Plan

 

 

The Seaside Groundwater Basin Management Group was notified that the District decided not to proceed with the proposed interim management ordinances at this time.  Instead, the District will be focusing on development of a comprehensive groundwater management plan for the basin.  In addition, all commentors on the Notice of Preparation (NOP) for the EIR on the ordinances have been notified of this decision.

Develop Storm Water Reuse Plan

 

 

 

Pursuant to direction by the Board at the 1/16/2002 strategic planning session, storm water reuse has been incorporated into the water supply augmentation initiative.

 

5.

 

Increase Innovative and Effective Conservation Practices

 

The Water Demand Committee received an update on this initiative on 4/8/03. Work on this initiative is on hold pending completion of the Revise the Water Permit Processes strategic initiative.
