1.

 

Evaluate and Certify EIR on Water Augmentation Projects in Compliance with CEQA and NEPA

 

At a special workshop on March 31, 2004, the Board received presentations from consultants on the results of hydrogeologic tests in the Sand City/coastal Fort Ord area that affect the feasibility and production capacity for MPWMD's proposed local desalination project.  The tests indicate that a capacity range of 3,900 to 8,400 acre-feet per year is practical, depending on the methods chosen for seawater intake and brine discharge.  Several options for near-term action on the Board Review Draft EIR were presented. No formal action was taken, but most Board members expressed their preference to delay circulating a formal Draft EIR for a few months to give the District time to consult with other agencies about opportunities associated with two proposed desalination projects in the Moss Landing.  In the meantime, District consultants will complete the Phase 2 Feasibility Study by mid-April, based on final review comments by District staff.

Revise the Water Permit Process

 

 

Staff continues to work with PM Connect charting the processes of the Water Demand Division.  Copies of the processes were provided to LSG, the consultant who is working on the policies and procedures manual.

Develop Seaside Basin Ground Water Management Plan

 

 

At the March 15, 2004 meeting, the Board adopted a resolution declaring its intent to prepare a Groundwater Management Plan for the Seaside Basin, and a statement of public participation in development of the Plan.  Accordingly, staff provided notice of this action to interested parties and will be publishing the public participation statement in the near future.

 

4.

 

Develop Storm Water Reuse Plan

 

 

 

Pursuant to direction by the Board at the 1/16/2002 strategic planning session, storm water reuse has been incorporated into the water supply augmentation initiative.

 

5.

 

Increase Innovative and Effective Conservation Practices

 

The Water Demand Committee received an update on this initiative on 4/8/03. Work on this initiative is on hold pending completion of the Revise the Water Permit Processes strategic initiative.
