SUMMARY: The cost to publish and distribute the 2004 Annual Report is estimated to be approximately $12,000. This amount includes the cost of consultants to edit, design and publish the report, the cost to mail approximately 120 copies of the report and the cost to notify the general public that the report is available. The Fiscal Year 2004-2005 budget contains $12,000 for production of the Annual Report. Of this amount, approximately $11,000 will be utilized for consultants to edit, design and publish the report. The remaining $1,000 is required for mailing and other miscellaneous costs.

RECOMMENDATION: Authorize the General Manager to execute agreements with consultants to be determined for an amount not-to-exceed $11,000 for production of the 2004 Annual Report. The Administrative Committee discussed this item on November 3, 2004 and voted 2 to 0 to recommend Board approval.

BACKGROUND: The District’s enabling legislation requires that the District prepare an annual written report of the activities of the District in the protection and augmentation of water supplies of the District. The legislation further requires that a public hearing be held in March of each year regarding the contents of the report before it is finalized. In order to facilitate production of the report, the District has in past years utilized consultants to edit, design and publish the report.
