Action Items

Finalize Methodology for Estimating Future Water Needs
On a motion by Mr. Ricks and second by Mr. Matarazzo, the committee voted to recommend to the Board of Directors that the methodology for estimating future water needs be based on the each jurisdiction’s general plan buildout numbers, and that District staff would apply the District’s water use factors to those general plan numbers. The motion was adopted on a vote of 4 – 0.
During the discussion on this item the following comments were made. Pacific Grove – the city policy makers that Mr. Rigs conferred with support the recommendation. Sand City – concur with the recommendation. Monterey – The city is concerned that if the needs assessment is very high, based on general plan buildout, any water supply project sized to meet that need would be targeted for controversy in the community. The city advocates a reasonable water needs assessment based on 2020 general plan numbers, and will support the recommendation of the committee.
The following comments were received during the public comment period. (1) Bob Jaques, Monterey Regional Water Pollution Control Agency, asked what population forecast is used by the jurisdictions. Mr. Rerig and Mr. Matarazzo reported that they utilized Association of Monterey Bay Area Government population projections. (2) Judi Lehman, MPWMD Director, Division 2, asked the jurisdictions how they account for water use that remains after buildings are demolished and the property preserved for open space? Mr. Rerig stated that the water is held at the site of demolition until the city submits to the District an application to transfer the water. (3) Judi Lehman asked if lots in the City of Sand that are under the ocean will be counted in the general plan numbers. Mr. Matarazzo stated that those lots will not be counted. Sand City’s general plan recognizes a memorandum of understanding with the State Department of Parks and Recreation that negates those lots.

Report on Methods of Communicating TAC Action to
Governing Bodies
The committee members gave the following reports. City of Seaside – Ms. Ingersoll provides a report in a weekly letter that includes reports from each department head and is provided to the city council. Ms. Ingersoll also meets with the city manager on a weekly basis and reports on any TAC action. In addition each city council meeting agenda includes time for a report from city council members. At that time, the city’s Policy Advisory Committee (PAC) representative can inform the council of action taken by the PAC. City of Monterey – Mr. Rerig reports to each city council member by email. Sand City – Mayor Pendergrass reports on TAC and PAC action to the city council. Pacific Grove – Mr. Ricks makes a report to the community development director, who then reports to the city manager and city council.
