MONTEREY PENINSULA WATER MANAGEMENT DISTRICT

REGULAR MEETING OF THE CARMEL RIVER ADVISORY COMMITTEE

October 14, 2004, 10:00 A.M.  Mid-Carmel Valley Fire Station Community Room

 

1.         CALL TO ORDER/ROLL CALL

 

MEMBERS PRESENT:       Susan Rogers, John Dalessio, David Dilworth, Tom House, and Larry Levine

MEMBERS ABSENT:         Richard Rosenthal and Clive Sanders

PUBLIC PRESENT:             Fred Feizollahi (Cal Am)

STAFF PRESENT:                Andy Bell, Thomas Christensen, and Larry Hampson

 

2.                  PUBLIC COMMENT – there were no comments under this item.

 

3.         ELECTION OF CHAIR AND VICE-CHAIR - By consensus, Mr. Dilworth was elected Chair for the remainder of fiscal year 2004-2005 (July 1, 2004 through June 30, 2005).

 

Ms. Rogers nominated Richard Rosenthal for Vice-Chair, seconded by Mr. House.  Mr. Dilworth nominated Mr. House for Vice-Chair, seconded by Mr. Dalessio.  Ms. Rogers withdrew her nomination of Mr. Rosenthal.  Mr. House was unanimously elected to Vice-Chair.

 

Mr. Dilworth thanked Ms. Rogers for her work as Chair.

 

4.         CONSENT CALENDAR – Mr. Dalessio made a motion to approve the minutes of the August 26, 2004 Regular Meeting.  Seconded by Ms. Rogers.  Approval was unanimous.

 

5.                  UPDATE ON THE SAN CLEMENTE DAM SEISMIC RETROFIT PROJECT - Fred Feizollahi, Senior Operations Engineer at California American Water (Cal Am), stated that Cal Am would be participating at a November 4, 2004 scoping session open to the public for commenting on alternatives to be studied in a combined draft Environmental Impact Report (EIR) and Environmental Impact Statement (EIS) for the retrofit of San Clemente Dam.  Mr. Feizollahi said that Entrix, Inc. would assist the California Department of Water Resources, the Division of Safety of Dams, and the U.S. Army Corps of Engineers with preparing the combined draft environmental document.

 

Cal Am’s preferred project is to buttress the existing dam, which Mr. Feizollahi estimated would cost $30 million and would include $5 to $8 million for an upgrade of the existing fish ladder to current standards.  Dam removal would cost $75 to $80 million.  Sediment in the reservoir inundation zone is estimated to be worth up to $6 million on the open market.   Mr. Feizollahi said that Cal-Am had hired an engineering consultant (MWH) to assist them with estimating costs for various alternatives.

 

An important component of the project for Cal Am will be to maintain a point of diversion in order to preserve their water right.  The diversion could be a small dam, intake structure, and pump house and would be located as far upstream as feasible to maintain a gravity feed pipeline to areas downstream.  Project issues for consideration include construction traffic, removal of silt and where to put the silt.  Potential alternatives include relocating silt with trucks, slurry pipeline, or conveyor belt.  Locations discussed for the silt include Rancho Chupines or property owned by Cal Am downstream of the dam.

 

Mr. Feizollahi noted that Cal Am had circulated a draft EIR in 1998 on strengthening the dam and expressed hope that the new combined EIR/EIS document would be completed within two years.  He expected an additional year to secure permits, one year to mobilize equipment and build roads and another year for construction, or a total of about five years to retrofit the dam.

 

6.                  UPDATE ON CARMEL RIVER WATERSHED COUNCIL ACTIVITIES – Mr. Sanders was unable to attend the meeting due to a conflict.  Mr. Hampson gave an update to the Committee on preparations by MPWMD staff for a public workshop on November 4, 2004 on the Carmel River Watershed assessment.

 

7.                  CONSIDER PRESENTATION OF A RESOLUTION OF APPRECIATION TO CHUCK MCKAY AND ROD MILLS FOR SERVICE ON THE CARMEL RIVER ADVISORY COMMITTEE – Mr. Dilworth circulated an outline of a certificate for presentation to Mr. Mills and Mr. McKay and volunteered to bring a completed certificate for members of the Committee to sign at the next Committee meeting.

 

8.                  STAFF REPORTS – Staff reported that District Counsel had not responded with a legal opinion about obtaining information on the top 200 water users in the Cal-Am system and that staff would continue with a request for this information.  Thomas Christensen presented one of the maps developed for the Carmel River Watershed Assessment and reported on work by MPWMD to modify fallen trees in the river.

 

9.         ITEMS TO BE PLACED ON FUTURE AGENDAS - The following items were requested for the next meeting:

 

Invite a representative from the Monterey County Water Resources Agency to give a presentation on the new flood study for the Carmel River.

 

The next meeting was scheduled for December 16, 2004.

 

10.       ADJOURNMENT

 

Mr. Dalessio made a motion to adjourn.  Seconded by Ms. Rogers.  The motion was unanimously approved, and the meeting was adjourned at 12:10 p.m.
