Call to Order:  The meeting was called to order at 9:35 AM.

Action Items

1.                  Adopt Minutes of March 8, 2005 Technical Advisory Committee Meeting

On a motion by Mr. Langford and second by Mr. Matarazzo, the minutes were approved unanimously with the following amendment: action under item 2, Discuss Common Methodology for Long-Term Water Needs, should be clarified to state that the single-family standards would be used for future water planning purposes only in the event that a desalination facility is constructed.  The motion was adopted on a vote of 6 – 0.

 

2.                  Discuss Common Methodology for Long-Term Water Needs – Multi-Family Housing Factor

On a motion by Mr. Conroy and second by Mr. Matarazzo, the committee voted unanimously to recommend that for future water supply planning purposes, the factor for multi-family residential use should be set at .216 acre-feet for each multi-family unit with no additional increment of water required for landscaping.  The motion was adopted on a vote of 6 – 0.

 

On a motion by Mr. Langford and second by Mr. Ricks, the committee voted unanimously to recommend that for future water supply planning purposes, the factor for remodels should be set at 0.047 fixture units, and the factor for secondary units should be set at 0.087 fixture units.  The motion was approved unanimously on a vote of 6 – 0.

 

Status Reports

3.                  Update on Current District Requirement for Landscape Plan/Budgets for New Connections on Large Lots

Ms. Pintar distributed information on the District’s methodology for calculating exterior water use for residential projects.  She noted that properties larger than 10,000 square feet must submit a landscape plan and a water budget as part of the application process for a permit for a new connection.  If the Maximum Applied Water Allowance is greater than one-half of the interior fixture units, that overage is added to the water factor.  The committee took no action on this item.

 

Comments by Technical Advisory Committee Member

The committee agreed by consensus that when the District completes development of the future water needs estimates for each jurisdiction, the committee would like to review the numbers before they are distributed to the Water Demand Committee.  Committee members also agreed to review the calculations they previously submitted, and determine of second units and remodels were identified.  In addition, the jurisdictions should provide estimates of the number of residential housing units planned to be constructed within the time period of their current, adopted housing elements.  The information should be submitted to the District by May 1, 2005.   The next meeting of the TAC will take place on June 7, 2005, at 9:30 AM.  At that time, District staff will submit the draft estimates of future water needs.
