BACKGROUND: State Senator Abel Maldonado, 15th District, introduced SB 1630 on February 24, 2006. According to Legislative Counsel, this bill proposes to amend state law to give a water district, public utility district or city providing water service in Monterey County the “right of first refusal” in any sale, lease or other transaction involving a private water company that requires prior approval of the California Public Utilities Commission.
