Integrated Regional Water Management Plan (IRWMP)

IRWMP Grant Program Guidelines Checklist

 

This document evaluates the existing draft MPWMD IRWMP and compares the document with the Proposition (Prop) 50 Chapter 8 Grant Program Guidelines (Guidelines) and with RMC’s recent experience in preparing IRWMP and Prop 50 Step 2 implementation grant applications.  Discussed below by required IRWMP component are the contents of the draft MPWMD IRWMP.  Each of the required components must be addressed completely for your application to score well, and the information shown below has been identified as information will needed for inclusion in the final IRWMP.

 

A.    Regional Agency or Regional Water Management Group

 

This section should be simplified, written as if the plan has been adopted, and the following items should be included:

·         A table listing member agencies and identifying each agency’s management responsibilities as it relates to water.

·         Demonstrate that these agencies are necessary to address the objectives of the planning process.

·         Discuss any past cooperative planning efforts centering around water.

·         Discuss any inter-regional cooperation on water projects.

 

B.     Region Description

 

This section is fairly complete, but should be updated.  Additional items to be included in this section:

·         An updated map showing just the region and boundaries of the member agencies would be good to include.

·         Discussion of major water-related infrastructure (including map).

·         Discussion of major land-use divisions (including map).

·         Discussion of cultural resources.

·         Expanded discussion of regional economic conditions and trends, including general land use, population distribution, employment and housing trends, and project growth trends.

 

C.    Objectives

 

This section should be updated and reformatted for reader clarity.  The following items should be included in this section:

·         Regional goals and objectives, including a discussion on how they were developed.

·         Table comparing regional goals and objectives.

 

D.    Integration of Water Management Strategies

 

This section should be reorganized by water management strategy, showing which projects incorporate which strategies to meet the objectives stated in Section C (previous section). The following should be added to this section:

·         A table should also be added to this section that compares the projects, strategies used, and objectives achieved (both regional objectives and statewide priorities). 

·         An additional table should also be included that lists, for each project, the responsible agency, a summary of the project, and the IRWMP objective(s) achieved by that project.

·         A section should also be included describing the integration of water management strategies in each project to provide reliable water supply, protect or improve water quality, and achieve other goals (as necessary).  This section should also discuss the added benefits of strategy integration.

 

E.     Regional Priorities

 

The current Section 6.0 will require revision, but most of the information in this section is usable and will be integrated into the new section.  The following needs to be added to this section:

·         A discussion of the process for modifying priorities in response to regional changes.

·         A discussion of how the regional priorities mesh with the statewide priorities.

 

F.     Implementation

 

Current Section 7 is not usable.  This section should include the following information:

·         Specific actions, projects, and studies ongoing or planned by which the IRWMP will be implemented.

·         Identification of agencies responsible for project implementation

·         Identification of linkages or interdependence between projects.

·         Demonstration of economic and technical feasibility on a programmatic level.

·         Identification current status of each element of the plan, such as existing infrastructure, feasibility, pilot or demonstration project, design completed, etc.

·         Updated timelines for all active or planned projects.

·         Identification of the institutional structure that will ensure Plan completion.

 

G.    Impacts and Benefits

 

The current Section 8 has most of the information required for this section; however, the following should be added to comply with program guidelines:

·         Include an evaluation of potential impacts & benefits within the region and in adjacent areas from Plan implementation. A quantitative analysis of each project is preferred; if not possible, a qualitative analysis should be provided for each project.

·         Identify the advantages of the regional plan, including a discussion of the added benefits of the regional plan as opposed to individual local efforts.

·         Identify which objectives necessitate a regional solution.

·         Identify interregional benefits and impacts.

·         Describe the impacts and benefits to environmental justice or disadvantaged communities.

·         Include an evaluation of impacts/benefits to other resources such as air quality or energy.

 

H.    Technical Analysis and Plan Performance

 

This section needs to include the following items:

·         Discussion of data, technical methods, and analyses used in development of the Plan.

·         Discussion of measures that will be used to evaluate Project/Plan performance

·         Description of the monitoring systems that will be used to gather performance data

·         Description of mechanisms to adapt project operations and Plan implementation based on performance data collected.

 

I.       Data Management

 

The current Section 10 can be used, however, this section should be revised to specifically state which data management efforts will be used, how information will be disseminated to stakeholders, and include a discussion of how data collection will support statewide data needs.  In addition, the following items should be included:

·         Assessment of state of the existing monitoring efforts for water quality and quantity.

·         Identification of data gaps where additional monitoring will be required.

·         Discussion of the integration of data into the SWRCB’s Surface Water Ambient Monitoring Program and Groundwater Ambient Monitoring and Assessment Program.

 

J.      Financing

 

This section needs to be expanded to include all projects in the IRWMP.  This section discusses, by project, the following:

·         Approximate project costs

·         Potential funding/financing sources

·         Beneficiaries

·         Discussion of ongoing support and financing for operation and maintenance of implemented projects.

 

K.    Statewide Priorities

 

This section needs to be included in the IRWMP.  This section discusses the following:

·         Identification of statewide or State agency priorities that will be met or contributed to by the implementation of the Plan, proposal, or specific project.

·         Description of how the plan, proposal, or specific projects were developed pursuant to statewide priorities.

 

L.     Relation to Local Planning

 

This section needs to be written to include:

·         Discussion of how the IRWMP relates to planning documents and programs established by local agencies

·         Demonstration of coordination with local land-use planning decision makers

·         Discussion of how local agency planning documents relate to the IRWMP strategies and the dynamics between the two planning documents

·         Discussion of the linkages between the Plan and local planning documents.

 

M.   Stakeholder Involvement

 

This section needs to be written to include:

·         Identification of stakeholders included in developing the plan.

·         Identification of how stakeholders were identified, how they participated in planning and implementation efforts, and how they can influence decisions made regarding water management.

·         Documentation of stakeholder involvement such as inclusion of signatory status or letters of support from non-agency stakeholders

·         Discussion of the mechanisms and processes that have been or will be used to facilitate stakeholder involvement and communication during implementation of the Plan.

·         Discussion of watershed or other partnerships developed during the planning process.

·         Discussion of disadvantaged communities within the region and their involvement in the planning process.

·         Discussion of efforts to identify and address environmental justice needs and issues within the region.

·         Identification of possible obstacles to the plan.

 

N.    Coordination

 

This section needs to be written to include:

·         Identification of State or federal agencies involved with strategies, actions, and projects and their role on the projects. 

·         Identification of areas where a state agency or other agencies may be able to assist in communication, cooperation, or implementation of Plan components or processes, or where federal regulatory decisions are required for implementation.

 

O.    Other Checklist Items

 

Other key items need to be double checked prior to submission:

·         Plan to be adopted by January 1, 2007

·         At least 3 agencies must participate, two of whom have statutory authority over water management (water supply, water quality, flood control, storm water management)

·         A map must be provided showing the local agencies in the area covered by the plan and the location of the proposed implementation projects.

·         The plan must contain at least 1 or more regional objectives.
