SUMMARY: As called for in the 2006-07 MPWMD Strategic Plan
that the Board of Directors adopted last month, the purpose of this item is for
the District Board to discuss and initially consider setting separate quantity
targets for current replacement and future water needs of the Monterey
Peninsula, to refer these proposed targets for requested comment by the
governing bodies of the Cities, County and Airport District by March 15,
2007. Attached is a copy of the District
staff report on future, projected water needs submitted for a Board workshop
held earlier this year (Attachment
12-A). Also attached is an
updated version of the District staff report that was presented in a separate
workshop on replacement water needs based on estimated existing
RECOMMENDATION: It is recommended that the Board initially consider separate quantity targets for current replacement and future water needs of the Monterey Peninsula, and refer its proposed targets to the Cities, County and Airport District governing bodies, for requested written comment by not later than March 15, 2007.
BACKGROUND: As part of its fiscal 2005-06 Strategic Plan the Board directed that separate workshops be scheduled for it to consider the current replacement water needs of the Monterey Peninsula region predominately served by Cal-Am, as well as the future long-term water need projection of development “build-out” estimates based on respective general plan land use elements of the Peninsula Cities, Airport District, and County unincorporated area. The Board workshops held workshops to consider detailed analyses prepared by District staff on these two water supply subjects, respectively, on March 23 and May 18, 2006. The Board took public input and initially discussed these detailed analyses, and deferred potential policy action on the two water needs projections for further discussion at its next Strategic Planning session and other appropriate times, later in the year.
At the September 25, 2006 Strategic Planning session the Board created a new strategic goal to “Determine Long-Term Water Supply Solution(s), including Quantity Target.” Within that goal, the Board also created an objective calling for it to consider a water supply project(s) yield target that would satisfy both current replacement and future Monterey Peninsula water needs, following input from the Cities, County and Airport District. The Board set March 15 as the date by which they intend to consider a policy decision on that target.
