SUMMARY: Exhibit 16-A is the latest draft of the 2006 Annual Report of the Monterey Peninsula Water Management District. Staff prepared the initial draft of the report and it has been modified based on guidance received from the Public Relations Committee at its February 13, 2007 meeting. The final report will include additional graphics and photos, as well as headings on each page.
RECOMMENDATION: The Board should accept public comment, then direct District staff to finalize the text and proceed with production and distribution of the final 2006 MPWMD Annual Report. Directors are asked to submit any written comments or edits on the report to District staff by March 26, 2007.
BACKGROUND: The District’s enabling legislation requires that the District prepare an annual written report of the activities of the District in the protection and augmentation of water supplies of the District. The legislation further requires that a public hearing be held in March of each year regarding the contents of the report before it is finalized. Prior to 2004, the District utilized consultants to edit, design and publish a report approximately 15 pages long. That report had a minimal distribution of about 100 copies that were sent to local libraries and public entities. For the 2004 annual report, it was determined that it would be more cost effective to prepare a condensed four page report in house and use the funds previously spent on consultants to mail the report to all District’s constituents in addition to the entities that previously received the report. The 2005 report was prepared and distributed in the same manner; however, the report was also upgraded from black and white to color. The cost to print and mail the 2005 report was approximately $15,000. Each annual report is also posted on the District’s website.
