SUMMARY: On November 6, 2007, the District is scheduled to conduct an election for directors in voter divisions 3, 4 and 5. The Monterey County Elections Department requires that a resolution calling for the November 6 election be adopted by the Board of Directors no later than July 5, 2007.

The Elections Department has estimated that the cost to conduct the election could be between $98,000 and $128,000, depending on the actual number of entities that decide to consolidate ballot measures for the November 6 election date. The Board will be asked to authorize funding for the election at the June 18, 2007 meeting.

RECOMMENDATION: The Board of Directors adopt the resolution attached as Exhibit 2-A, calling for an election in voter divisions 3, 4 and 5 on November 6, 2007, the operative sections of which are identical to resolutions adopted in 2005 and previous years.

BACKGROUND: An election in voter divisions 3, 4 and 5 was last conducted in November 2003. The four-year term of directors elected in 2003 expire at the end of 2007. The November 2003 election was an all-mail ballot. The November 6, 2007 election will not be an all-mail ballot, as the legislation that authorized the all-mail ballot has expired.

IMPACT ON STAFF/RESOURCES: An amount necessary to cover the cost of this District election will be included in the Fiscal Year 2007-08 proposed budget, which is scheduled to be reviewed in a Board Special Meeting/Workshop on May 31, 2007.
