SUMMARY:  Since its inception in 1986, the Special District Risk Management Authority (SDRMA) has paid an annual administrative fee to the California Special Districts Association (CSDA).  SDRMA and CSDA have both requested this District’s support of an amendment to SDRMA’s Joint Powers Agreement (JPA) to eliminate the fee.  The purpose of the amendment is to create financial equity between SDRMA members who participate in both programs and CSDA members who do not participate in SDRMA’s program.  The amendment will benefit SDRMA and its members, including the District, by eliminating overlapping payments to CSDA.  Resolution 2007-13 which authorizes execution and delivery of the agreement is attached as Exhibit 4-A.  The entire agreement is on file and available for review at the District’s office.       

 

RECOMMENDATION:  District staff recommends approval of Resolution 2007-13 – A Resolution of the Board of Directors of the Monterey Peninsula Water Management District Approving the Form of and Authorizing the Execution and Delivery of a Sixth Amended Joint Powers Agreement related to the Special District Risk Management Authority. 

                                                                                                                                     

BACKGROUND:  Since SDRMA’s inception in 1986, there has been a provision in its JPA that specified, in addition to the CSDA’s membership dues, SDRMA would pay an annual administrative fee to CSDA.  The annual amount paid to CSDA is calculated on 1% of its members’ net annual premiums.  The District has recently received a request from SDRMA and CSDA requesting the District’s approval of a proposed amendment to the SDRMA JPA that would eliminate the annual fee.
