SUMMARY:  The purpose of this special meeting of the Board of Directors is to conduct an informational workshop consisting of a presentation on key aspects of California American Water (CAW) Monterey Division operations, customer rates and related matters.  Tom Bunosky, CAW Network Systems Director, and acting manager of its Monterey Division Manager, will be making a PowerPoint presentation during the workshop.  Mr. Bunosky, along with CAW President Kent Turner and other company staff members who are expected to attend, will be available answer questions of the Directors and public.  As of this writing (August 27), CAW staff members were finalizing the PowerPoint presentation.  If it is received on Wednesday, prior to the Thursday special meeting, District staff will distribute it to the Board and make it available to the public.

RECOMMENDATION:  The Board should open and conduct the workshop for the purpose of the CAW presentation.  No action of the Board is anticipated or expected, as this is an information item.

BACKGROUND:  The District’s current Strategic Plan contains several objectives aimed at fulfilling the Board’s three-year strategic goal of establishing respectful and effective relationships with the local water company, Seaside Basin Watermaster, the public, and the land use jurisdictions within the District.  On November 30, 2006 District Public Outreach Committee members Knight, Edwards and Markey met with Steve Leonard, Manager/Vice President of CAW, and held an in-depth discussion to identify potential ways and means to further strengthen the working relationship and communication method between the District and the company.  Committee members and Mr. Leonard discussed and concurred in several specific actions to recommend to the Board, one of which was to schedule a special meeting of the Board for the CAW manager to make a formal, public presentation on how the Monterey Division operates and is funded.  At its February 22, 2007 regular meeting the Board accepted these Committee recommendations, and scheduled the CAW workshop presentation as a special meeting on August 30, 2007.

IMPACT TO STAFF/RESOURCES: The impact to staff should be minimal because CAW staff is preparing and will make the presentation.  The workshop will be conducted in the District conference room and televised at a cost of approximately $300.
