Call to Order

The meeting was called to order at 8:35 AM in the conference room of the Monterey Peninsula Water Management District office.

Action Items

1.                  Receive Minutes of November 16, 2006 Committee Meeting

On a motion by Director Markey and second by Director Pendergrass, the minutes were received on a vote of 2 – 0.  Director Lehman abstained from voting.

 

2.         Review Preliminary Draft Ordinance No. 128 of the Monterey Peninsula Water Management District, Clarifying Terms, Rules and Policies Related to Water Distribution Systems, Water Permits, Water Use Permits, Water Credits, and the Expanded Water Conservation and Standby Rationing Plan

            The committee discussed the ordinance, suggested that changes be made and asked staff to clarify some of the proposed language.   Staff was directed to provide to the Board:  (1) affordable housing standards utilized by jurisdictions within the District; (2) an example of the income required to meet the Low-Income Housing criteria of “80 percent of the Monterey County median income adjusted for household size” listed in the draft ordinance; and (3) an example of the income required to meet the Moderate Income Housing criteria of “households with incomes above 80 percent and up to 120 percent of the Monterey County median income adjusted for household size” listed in the draft ordinance.  There was discussion among the Committee members as to whether or not the District should implement a standard for low/moderate income housing that would link the cost of the house to the income of the purchaser to ensure the property is reasonably priced and affordable.  Staff was asked to amend Section Eight C to clarify that a deed restriction would be required to ensure that if a property converted to a market rate unit, the water permit fees would be paid. 

 

3.         Discuss and Recommend Incentives for Converting Potable Landscape Irrigation to Recycled Water Irrigation

            Director Pendergrass voiced the Committee’s consensus that an ordinance be developed that would offer incentives for converting potable irrigation to recycled irrigation.  Water credit for the converted potable use would be granted for use on-site.  A percentage of the previous potable water use should be set aside as conservation savings.

 

            During the discussion the following suggestions were made, but no consensus was reached.  (1) The conservation savings required be greater than 15 percent.  (2) The conservation savings might be allocated to a fund for community benefit projects such as schools and hospitals.
