SUMMARY: The Monterey Peninsula Water Management District (MPWMD or District) is currently providing technical services to the Seaside Basin Watermaster under a contract for the Phase 2 implementation of the Watermaster’s Seaside Basin Monitoring and Management Program (SBMMP). One element of this work and budget is to complete a specific type of data collection, known as “induction logging” at the Watermaster’s four recently installed coastal “Sentinel Wells”. These wells were installed for the Watermaster in 2007 as a means to expand the coastal monitor well network for enhanced early detection of potential seawater intrusion into the basin. District staff proposes to retain the hydrogeologic services of consulting hydrogeologist, Martin B. Feeney, to oversee completion of this work. The proposal from Mr. Feeney is provided as Exhibit 3-A, and is for an estimated cost of $26,750.50. This amount is within the amount budgeted for this task in the District’s contract with the Watermaster, so this will be a reimbursable or “pass-through” cost for the District in terms of expenditure.
RECOMMENDATION: Authorize the General Manager to approve a contract with Martin Feeney for a not-to-exceed amount of $26,800 to provide hydrogeologic services as described in Exhibit 3-A to complete quarterly induction logging at the Watermaster’s four coastal Sentinel Well sites.
BACKGROUND: The District has providing technical services under several contracts with the Watermaster since April 2007. The scope of the 2008 Phase 2 SBMMP implementation contract includes conducting quarterly induction logging at the Watermaster’s four coastal Sentinel Well sites. District staff proposes to contract with Martin Feeney for this work as he was the hydrogeologist that was responsible for installing these wells and conducting the initial induction logging on them. Mr. Feeney’s proposed cost is within the amount that the District budgeted for this task, so there will be no unbudgeted expenditure impact to the District’s Fiscal Year 2007-2008 Budget.
