SUMMARY: Exhibit 13-A is the latest draft of the 2007 Annual Report of the Monterey Peninsula Water Management District. Staff prepared the initial draft of the report and it has been modified based on guidance received from the Public Outreach Committee at its February 26, 2008 meeting. The final report will include photos as indicated in the boxes at the bottom of the first page of the Report.
RECOMMENDATION: The Board should accept public comment, then direct District staff to finalize the text and proceed with production and distribution of the final 2007 MPWMD Annual Report. Directors are asked to submit any written comments or edits on the report to District staff by March 24, 2008.
BACKGROUND: The District’s enabling legislation requires that the District prepare an annual written report of the activities of the District in the protection and augmentation of water supplies of the District. The legislation further requires that a public hearing be held in March of each year regarding the contents of the report before it is finalized. Prior to 2004, the District utilized consultants to edit, design and publish a report approximately 15 pages long. That report had a minimal distribution of about 100 copies that were sent to local libraries and public entities. For the 2004 annual report, it was determined that it would be more cost effective to prepare a condensed four page report in house and use the funds previously spent on consultants to mail the report to all District’s constituents in addition to the entities that previously received the report. Each annual report is also posted on the District’s website. Subsequent to 2004, reports were prepared and distributed in the same manner, and the report was also upgraded from black and white to color in 2005. The cost to print and distribute approximately 56,500 copies of the 2006 report was approximately $16,000.
