UPDATE OF MPWMD SEAWATER DESALINATION
PROJECT
PROJECT DESCRIPTION AND SCOPE OF WORK
The following information was provided to Camp
Dresser & McKee Inc. and Jones & Stokes Associates, Inc. by letters
dated February 7, 2008:
PROJECT
DESCRIPTION AND STATUS (CDM & JSA)
The
project to be investigated is as follows:
This
project was most recently evaluated in 2003 and 2004. Based on findings regarding feasibility of
some of the project components, a revised project description is necessary.
Jones
& Stokes Associates, Inc. (JSA) completed the most recent environmental
impact studies on this project. JSA’s
report, completed in December 2003 and titled “Board Review Draft, MPWMD Water Supply Project Draft EIR,” was
received by the MPWMD Board of Directors, but the Board did not direct staff to
proceed with the project or release a Draft EIR for public comment at that
time. Since December 2003, there have been three significant occurrences that
affect this project:
1. Geotechnical
and engineering studies by Camp Dresser & McKee Inc. (CDM) in 2004
determined that certain aspects of the proposed seawater intake and brine
discharge facilities were infeasible, and identified alternative methods and
facilities. One of the CDM reports,
completed in April 2004 and titled “Monterey
Peninsula Water Management District, Sand City Desalination Project,
Feasibility Study,” found that additional study of the use of radial wells
or horizontal directionally drilled wells and several other aspects of the SCDP
is needed to determine their appropriateness for use in this project. CDM also developed significant new information
regarding geology and hydrogeology of formations where intake and discharge
facilities were proposed to be located.
2. The
City of Sand City has developed a 300 AF/year brackish water desalination
project located in the area of the MPWMD project (certified Final EIR, Coastal
Development Permit from the California Coastal Commission, Water Distribution
System permit from MPWMD, and tentative agreement for Cal-Am to operate and
maintain the project).
3. The
As
you know, a significant amount of information exists in regard to the MPWMD
project, the City of Sand City project, and geology and water resources in the
area. Much of these materials and other
related information are available at the MPWMD office, and copies will be
provided to you at the outset of the study, should the MPWMD Board direct us to
proceed.
Your
proposal should include the items listed in Attachment 1, Contents of Proposal
SCOPE

Your
proposal should address the following Scope of Work:
Data Gaps
CDM has identified the following data
gaps that could be evaluated to further assess project feasibility and water
supply yields:
Geologic/Hydrogeologic
·
Assess
the near shore subsurface conditions along the beach (e.g., State Parks and
·
Conduct
aquifer pump tests at suitable collector and disposal sites once locations of
facilities are better defined to refine predicted system yields.
Seawater Intake
·
Further
evaluate suitable locations for radial collector wells to identify suitable
locations for stand-alone system or to augment onshore HDD configuration.
·
Finalize
detailed evaluation of the revised HDD configuration in order to determine
project feasibility.
·
Further
evaluate onshore HDD well collector configuration to improve operations and
feasibility.
·
Evaluate
water quality and potential pre-treatment processes resulting from infiltration
of surface water from
·
Drill
test well(s) and conduct extended pumping test(s) to measure response to
pumping in coastal aquifer within the underlying Paso Robles aquifer.
Brine Disposal
·
Evaluate
potential impacts and institutional impediments associated with discharge of
brine into the interconnected shallow unconfined coastal aquifer and lower
semiconfined Paso Robles aquifer.
·
Evaluate
brine disposal implications related to relocating the seawater well collector
well field to proposed brine discharge locations at former
Numeric Modeling
·
Further
evaluate and define regional groundwater flow conditions within the dune sand
aquifer to establish an accurate baseline condition for the coastal region.
In
your proposal, we anticipate that you will describe the approach you expect to
employ in order to obtain the desired information and carry out the stated
Scope of Work. It is recognized that the
Scope of Work eventually incorporated into the agreement for consultant
services will likely contain more detail and specificity than the scope listed
above. Accordingly, the District is
receptive to suggested modifications, alternatives, and expansion on the
above-listed items.
SCOPE
OF WORK FOR JSA
ENVIRONMENTAL
REVIEW SERVICES
Your
proposal should address the following Scope of Work:
1. Meet with MPWMD staff and representatives of the engineering and
geotechnical consultant, Camp Dresser & McKee Inc. (CDM), in
2. Review
existing information on the following desalination projects:
3. Prepare
Revised Draft EIR
a. Based on the information currently available, and the revised
project description developed by CDM, prepare an administrative Draft EIR for the
MPWMD Sand City Seawater Desalination Project.
b. Provide seven copies of an administrative Draft EIR. Also provide an electronic version of the administrative
draft report suitable for placing on the MPWMD website.
4. Prepare
Final EIR
a. Review and categorize written comments and public hearing oral
comments. Meet with MPWMD staff to
discuss approaches to responding to the comments and to agree on the format of
the Final EIR.
b. Prepare an administrative Final EIR. This will include preparation of the findings
and a draft mitigation monitoring and reporting program. Provide seven copies of an administrative Final
EIR, CEQA findings, and draft mitigation monitoring and reporting program. Also provide a disc containing an electronic
version of these materials.
c. Following review and comment by MPWMD staff, prepare the final
Draft EIR. Provide 30 copies of the Final
EIR, CEQA findings, and the mitigation monitoring and reporting program, as
well as electronic versions of these final products.
d. Present the Final EIR in a public hearing held by the MPWMD Board
of Directors (CEQA certification hearing).
5. Throughout the period of the contract, coordinate closely with CDM
to assure that the content and format of information developed by CDM is
appropriate for use in the Draft EIR and Final EIR.
In
your proposal, we anticipate that you will describe the approach you expect to

MPWMD
STAFF PARTICIPATION (CDM & JSA)
It
is anticipated that District staff will work closely with the consultants on
this project. At the outset, MPWMD staff
will be responsible for compiling and providing all relevant existing documents
and data in the District’s possession, and will assist the consultant in
obtaining desired information. The
consultant will be responsible for summarizing pertinent existing data for
presentation, and for incorporating District-provided materials into the
report.

OF PROPOSAL
1. Names, qualifications and resumes for
only those persons who would perform the necessary work.

and home office location of each of these persons.
3. Other firms or services to be utilized,
if any, with a description of the work to be performed, and names,
qualifications, experience records, and home office locations of personnel who
would perform the work.
4. Experience records of the firm and of
individual personnel in related work, with specific emphasis on the type of
work solicited.
5. Proposed project organization,
including individuals and their respective firms. A “team leader” (key contact with MPWMD staff
for the duration of the project) should be designated who is willing and able
to commit adequate time to manage and coordinate the study efforts.
6. Description of how the Scope of Work
will be accomplished.
7. Proposed schedule to complete the Scope
of Work.
8. Estimated costs to complete the Scope
of Work. Costs should be broken down by
major category of work. This information
is not intended as the primary criterion for selection, but rather to provide
MPWMD with an indication of costs for the anticipated work.
