SUMMARY: Attached as Exhibit 5-A is a proposed agreement with the Monterey Regional Water Pollution Control Agency (MRWPCA) for assistance in implementing the District’s Public Outreach Plan, which was adopted by the District Board on June 16, 2008. Specifically, the Community Relations Specialist with MRWPCA will assist District staff in developing outreach materials, exhibits, and displays, and providing guidance on plan development. As proposed, the assistance would be provided on a time and materials at a not-to-exceed amount of $3,500 for Fiscal Year (FY) 2008-09, including funds for direct costs incurred.
RECOMMENDATION: Staff recommends that the Committee recommend approval of the proposed agreement with MRWPCA for assistance in implementing the District’s Public Outreach Plan in FY 2008-09 for a not-to-exceed amount of $3,500. If the Committee recommends approval, the contract will be brought to the District Board for authorization.
BACKGROUND: On April 3, 2008, the Committee directed District staff to contact MRWPCA staff to ascertain their interest in a cost-sharing arrangement that would allow the MRWPCA Community Relations Specialist to assist with the District’s public outreach efforts. On May 2, 2008, staff reported that they had contacted MRWPCA regarding their interest and that the MRWPCA Board has authorized its General Manager to work with the District on developing a plan for joint funding of the MRWPCA Community Relations Specialist position on a limited-time basis. On May 29, 2008, MRWPCA’s Board authorized staff to enter into an agreement with the District to provide support with the District’s Public Outreach Plan and reimburse MRWPCA for approximately $3,000 in labor costs.
IMPACT TO STAFF/RESOURCES: Funds for public outreach assistance are included in the District’s budget for FY 2008-09 that was approved on June 16, 2008 (Project Expenditures, Public Outreach, Objective 3-1-5).
