SUMMARY: MPWMD Ordinance No. 126 specifies that
Directors may be compensated for attendance at meetings if they participate at
the Board’s request. The Board will
consider authorizing compensation for Directors Brower, Lehman and Potter for
their attendance at meetings organized for members of the public who reside or
own property within the Laguna Seca Subarea of the Seaside Basin that would be
affected by adoption of Ordinance No. 135. Directors Brower, Division 5;
Lehman, Division 2; and Potter, unincorporated area of Monterey County,
represent the Laguna Seca Subarea of the Seaside Basin. At the May 19, 2008 meeting, the Board
requested that representatives from the District meet with property owners to
address their concerns and educate them about the proposed ordinance.
RECOMMENDATION: The
Committee should recommend that Directors Brower, Lehman and Potter receive
compensation for their participation in meetings conducted with property owners
on June 17 and June 23, and any future meetings that may be scheduled with
property owners on this issue.
BACKGROUND: On May 19, 2008 the Board conducted the first
reading of Ordinance No. 134 that would have amended the Expanded Water
Conservation and Standby Rationing Plan and incorporate the Laguna Seca Subarea
of the Seaside Basin into the Monterey Peninsula Water Resources System
(MPWRS). The Board voted to bifurcate the issues so that Ordinance No. 134
would amend the conservation and rationing plan, and a new Ordinance No. 135
would be developed to address expansion of the MPWRS. The Board requested that representatives
from the District meet with property owners in the Laguna Seca Subarea of the
Seaside Basin in order to respond to their concerns about the proposal and
educate them about the ordinance.
IMPACT TO STAFF/RESOURCES: Ordinance No. 126 authorizes compensation of $100 per meeting, with a maximum of ten meetings per month. Total compensation to be paid for the June 17 and 23 meetings would be $400. Compensation for future meetings would be paid at the authorized rate. Funds are included in the FY 2008-09 Budget for the proposed payments.
