3.                  PRESENTATION BY TOM MOSS, MONTEREY COUNTY WATER RESOURCES AGENCY – FEMA FLOOD INSURANCE STUDY – Tom Moss provided several handouts concerning the Federal Emergency Management Agency flood map modernization for Carmel Valley including information on the vertical datum change, a listing of proposed flood elevation changes and locations in Carmel Valley, and information on the adoption process for new maps.

 

Mr. Moss noted that FEMA has changed the description of flood areas to show only two areas, Zone AE (formerly A1-A30, which were areas within the 100-year flood zone with identified flood elevations) and Zone X (formerly Zone B, which was an area of shallow flooding, and Zone C, which was an area of minimal flooding).  The computer simulation model used to revise predicted flood elevations includes 360 cross-sections of the river based on orthometric imagery and LIDAR (Light Detection and Ranging) topography at two-foot elevation contours.  Mr. Moss noted that projected 100-year return flood flows are significantly less than the previous study (adopted in 1984) had used.

 

The appeals period for the Draft study ends June 19, 2008.
