SUMMARY: At
the direction of the Board, General Manager Fuerst met with the General Manager
of the Monterey Regional Water Pollution Agency (MRWPCA), Keith Israel, on
August 29, 2008, to discuss ways to further cooperate on the Groundwater Replenishment
Project proposed by MRWPCA and other potential water supply projects, including
the District’s proposed 95-10 Desalination Project in the Fort Ord area. The meeting was productive and it was agreed
that the District and Agency should move forward together on developing local
solutions to the area’s water supply problems. More specifically, it was agreed
that the MPWMD Board and the MRWPCA Board should meet together to discuss ways
of formalizing a partnership between the agencies.
RECOMMENDATION: District
staff recommends that the District Board meet with the MWPCA Board on either
October 28 or October 29, 2008, to discuss formalizing a partnership to develop
local water supplies, including MRWPCA’s Groundwater Replenishment Project and
MPWMD’s Aquifer Storage and Recovery and 95-10 Desalination Projects. If approved, staff will work with MRWPCA
staff to arrange a specific date, time, agenda, and location to conduct the
joint meeting.
BACKGROUND: On
November 20, 2006, the District Board adopted Resolution 2006-05 expressing
support for MRWPCA’s proposed Groundwater Replenishment Project in the Seaside
Basin (Exhibit 13-A). Since that time, District staff has provided
technical assistance to MRWPCA and its consultants on this project. On June 30, 2008, MRWPCA published a
technical report, Description of the
Refined MRWPCA Project for the Monterey Regional Water Supply Program, that
provided information on a revised Groundwater Replenishment Project that would
focus on meeting California American Water’s immediate water replacement needs,
i.e., approximately 12,500 acre-feet per year (AFY). The target year for implementation of the
refined Groundwater Replenishment Project is 2012. As described in the technical report, the
refined project could provide up to 2,760 AFY during the winter and an
additional 3,280 AFY during the summer.
MRWPCA’s Recycled Water Storage Committee is scheduled to meet on
September 18, 2008, to also consider further collaboration with the District on
the Groundwater Replenishment Project. The staff note for this item is included
as Exhibit 13-B and supports
further collaboration with the initial step being a joint Board meeting.
