SUMMARY:  On October 29, 2008, the MPWMD and Monterey Regional Water Pollution Control Agency (MRWPCA) Boards of Directors met in a special joint meeting to discuss cooperative efforts regarding proposed water supply projects in the Monterey Peninsula area.  The discussion focused on short to mid-term projects that could provide sufficient “replacement” supplies to legally meet existing water demands and comply with State Water Resources Control Board (SWRCB) Order No. 95-10 and the Seaside Groundwater Basin Adjudication Decision.  MPWMD has estimated that approximately 12,500 acre-feet per year of replacement supplies are needed to fully comply with Order 95-10 and the Seaside Decision.  Proposed water supply projects include MPWMD’s Seaside Basin Aquifer Storage and Recovery (ASR) Project[1], MPWMD’s Seawater Desalination Project, also known as the 95-10 Project, and MRWPCA’s Seaside Basin Groundwater Replenishment Project (GRP). 

 

As a result of the discussion, each Board directed its staff to develop a recommendation to form a committee to develop a Memorandum of Understanding (MOU) between MPWMD and MCWRA specifying agency roles and responsibilities related to proposed water supply projects in the Monterey Peninsula area.  It is anticipated that each committee will meet separately and with each other before reporting back to each Board.    

 

RECOMMENDATION:  District staff recommends that the Board establish a three-member ad hoc Water Supply Planning committee to develop an MOU with MRWPCA regarding roles and responsibilities related to water supply planning in the Monterey Peninsula area. The committee should plan to meet as soon as possible to develop a committee charge, list of issues, and schedule.  It is anticipated that the two committees will meet in December 2008 to develop specific MOU language.
