definition
To assist the Chief Financial Officer and support agency staff by performing a wide range of professional and administrative human resources functions; to ensure that policies and procedures governing human resources administration comply with federal and state law; and to perform a variety of professional tasks relative to assigned areas of responsibility.
supervision received and exercised
Receives general direction from the Chief Financial Officer.
ESSENTIAL
AND MARGINAL FUNCTION STATEMENTS
The following duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here:
1.
Maintain and update District personnel policies and
procedures; stay abreast of current labor and employment law and legal and
regulatory factors in the field of human resources to ensure compliance with
Federal and State law, consulting legal counsel when requred; develop additional
policies and procedures as necessary.
2.
Develop
recruitment materials and coordinate recruitment activities to fill open
positions; schedule and participate in interview process and selection of new
hires; review personality profile analyses, obtain references, and schedule
pre-employment testing physicals of selected candidates.
3. Process and orient new employees, explaining District benefits, procedures and policies; conduct administrative out-processing of separating employees and ensure compliance with COBRA regulations for those employees and their dependents.
4.
Serve
with Chief Financial Officer and Labor Attorney as a District Bargaining
Representative during negotiations on labor agreements. Produce reports on
recommended bargaining parameters and the progress of negotiations for
presentation at Board of Directors Closed Session meetings; prepare cost
analyses of various bargaining positions.
5.
Act as
point-of-contact with UPEC/LIUNA business representative and employee
representatives regarding employee labor relations issues, including grievances
and appeals.
6. Counsel employees and advise managers regarding employee relations and performance issues.
7.
Consult
with Chief Financial Officer and General Manager on classification and
compensation issues; perform job analyses, including response to individual
reclassification requests; create and maintain job descriptions and
specifications; perform benchmark salary and benefits surveys.
8.
Compose staff notes and present to the Board of
Directors on a variety of personnel related issues, including recommended changes to the organization
chart.
9.
Coordinate
risk management efforts; plan and coordinate safety training by outside
consultants to conform with Cal OSHA requirements, give monthly safety training
presentations at Staff Meetings, organize quarterly Team Safety meetings;
investigate work-related accidents, and prepare reports for workers’
compensation and property/liability carrier.
10. Act as employee point-of-contact and administrator of health and welfare benefit programs; answer employee questions and provide information concerning personnel policies and issues; communicate fair employment practices to employees; maintain strict confidence.
11. Produce benefit premium/cost spreadsheets for submission to Accountant for check distribution; reconcile and submit payments for benefit premiums/costs.
12. Process checks and maintains accurate records regarding health insurance, dental insurance, life insurance, retirement plans and industrial injuries; maintain forms and benefit information; ensure proper completion and maintenance of all compensation and benefit records.
13. Collect, review for accuracy and input into appropriate accounting program all time accounting and procedures of payroll and leave accrual/utilization processing and COBRA charges/payments.
14. Represent District personnel programs and policies with the public and other organizations; complete complex compensation surveys and questionnaires, as requested by other organizations and agencies.
15. Assist with employee training and development; assess training needs and research and select effective training delivery methods.
16. Perform cost-benefit analysis of District compensation and benefit packages; research and provide recommendations for cost management.
17. Review and maintain section of District budget related to personnel compensation and benefits; develop and communicate future budget recommendations.
18. Oversee the employee appraisal process; notify supervisors and employees when appraisals are due, file completed appraisals in employee personnel files; provide staff training on the importance and process of conducting employee appraisals.
19. Provide written and oral employment verification when properly authorized by employee, and process unemployment insurance forms and reports as necessary.
20. Research and collect information for personnel related claims and investigations; represent District at personnel related meetings, hearings and investigations, as necessary.
21. Perform related duties and responsibilities as required.

Principles and practices of public personnel administration including employee health and welfare benefit administration.
Laws, rules and ordinances governing the development and administration of personnel and employment systems.
Methods and techniques of classification and compensation analysis.
Methods and techniques used in conducting research and analyzing data.
Methods and techniques of conducting employee orientation programs.
Recruitment and selection methods, procedures and techniques.
Equal employment opportunity and affirmative action requirements and guidelines.
Personnel policy development and implementation.
Computer systems and software applications related to personnel and benefit administration.
Budget development expenditure control.
Basic principles of supervision, employee development, training and performance evaluation.

Experience
and Training Guidelines —- Any combination of experience and training that would
likely provide the required knowledge and abilities is qualifying. A typical
way to obtain the knowledge and abilities would be:
Experience
Three years of increasingly responsible human resources experience.
Training
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, human resources, communications, industrial relations or a related field.
