SUMMARY:   The District, in partnership with California American Water (CAW), provides free water saving devices (i.e., showerheads, faucet aerators, hose nozzles, soil moisture meters, etc.) to residents and businesses within the District at events and meetings.  Purchases are coordinated with CAW to ensure that there is no duplication of effort and to obtain the best prices from vendors.  Both entities provide these materials in the water conservation outreach and education effort, and recently have been sharing space at local events to be more responsive to the public.  The District is currently running low on most of its stock of conservation equipment.

The City of Seaside’s would also like to purchase conservation equipment for its municipal water system customers as an add-on to the District’s order.  Seaside is actively pursuing increased conservation in its 785-connection municipal water system, and District staff has offered to facilitate their efforts.  If approved, staff will include 500 showerheads, 200 kitchen faucet aerators and 200 soil moisture meters (cost: $3,100) in this equipment order.  The City of Seaside will reimburse the District directly for the actual cost.

Staff is requesting authorization for a not-to-exceed amount of $16,100 to purchase showerheads, faucet aerators and soil moisture meters.  Funding was budgeted in Fiscal Year 2008-2009 under program 4-2-2, Educate Public and Enforce Water Waste Rules, for the District’s portion of this order, and the City of Seaside will reimburse the District for $3,100.  Staff purchases all equipment at bulk rates.

RECOMMENDATION: If approved with the Consent Calendar, staff will be authorized to expend a maximum of $16,100 for purchasing water saving devices and materials.
