SUMMARY: In response to a Call for Bids, the District has received three bids for a 2009 compact, 4-wheel drive sports utility vehicle. The bids are all for a 2009 Ford Escape and are summarized in the following table:

As shown in the table, sales tax on two of the three bids had to be
adjusted from 7.25% to 8.25% to reflect the sales tax increase that was
effective April 1, 2009. One bid also
had to be adjusted to include the cost for rubber floor mats which were required
in the specifications. After these
adjustments, the low bidder was San Francisco Ford Lincoln Mercury with a bid
of $19,006.23. That bid meets all specifications stated in the Call for Bids
and is nearly $11,000 less than the amount budgeted.
RECOMMENDATION: District staff recommends that the Board authorize expenditure of budgeted funds to purchase one 2009 compact sports utility 4-wheel drive vehicle from San Francisco Ford Lincoln Mercury at a total cost of $19,006.23. The Administrative Committee considered this item on April 14, 2009 and voted 2 to 0 to recommend approval.
BACKGROUND: The Fiscal Year 2008-09 Budget includes $30,000 for the replacement of a 1995 Ford ˝ ton 4-wheel drive pickup. The vehicle is driven by the District’s Riparian Projects Coordinator and has been driven over 100,000 miles. After discussion by staff, it was determined that purchasing a compact sports utility vehicle instead of a pickup would meet the work requirements for the vehicle, as well as adding more versatility to transport additional passengers when needed. It was also determined that the vehicle cost would be comparable, and most likely less than for a ˝ ton pickup.
