The meeting was called to order at 1 PM in the District Conference Room.

1. Receive
Minutes of July 1, 2008 Committee Meeting
On
a motion by Director Markey and second of Director Doyle, the minutes were
received unanimously on a vote of 3 – 0.
2. Approve
Restrictions to Deed Restriction Templates 3.1 and 3.6
On a motion by Director Markey and second by Director Doyle, the committee members approved Templates 3.1 and 3.6 with the following amendments: (1) in the first paragraph of the templates, the reference to the District’s legal authority should be moved to the end of that paragraph, or removed if the language is not required; (2) the last paragraph, the words “now due and payable” should be changed to state “now due and should be paid” and the date payment is due should be specified; (3) page 3 the first paragraph, change the heading to read “This document provides notice…”; and (4) page 3 the first paragraph, after the words “of any application” add the words “that is filed or may be filed.” These changes should be incorporated into all deed restriction templates. The motion was approved unanimously on a vote of 3 – 0. No public comments were directed to the committee.
3. Discuss
Development of Policy Regarding Installation of Dual Plumbing Systems in a
Structure
The committee agreed that the District should authorize the use of dual plumbing systems that utilize both a potable water source and subpotable well water. The committee requested that at the September 22, 2008 meeting, the full Board consider adoption of a policy that would allow the installation of dual plumbing systems within a structure. That policy, if adopted, could be implemented immediately after Board approval. Subsequently, an ordinance should be presented for Board consideration that would allow installation of dual plumbing systems only if each water source is separately metered; each water source is tested for acceptable water quality and sufficient production; and a deed restriction is filed that prohibits any interconnection between the two water sources or abandonment of either water source.
The committee expressed support for
development of regulations that would promote the use of greywater systems in
residential and commercial projects. Director Doyle presented information on SB
1258 (Lowenthal) that would establish building standards for installation of
greywater systems throughout
Public Comment: Steve Avila addressed the committee. He installed a dual plumbing system in a home
he is building that could utilize potable water from the California American
Water system, and subpotable water from a well to serve guest quarters that are
part of the main house. He requested
that the District allow him to utilize the dual plumbing system, and that the
project be deed restricted to prohibit the abandonment of the subpotable
use. Both types of water use would be
metered.
