Water Demand Committee of the

Monterey Peninsula Water Management District

April 13, 2009

 

 

Call to Order

The meeting was called to order at 1:30 PM in the conference room of the Monterey Peninsula Water Management District office.

Action Items

1.         Receive Minutes of March 23, 2009 Committee Meetings

            On a motion by Director Brower and second by Director Doyle, the minutes were received unanimously on a vote of 3 - 0.   

 

2.         Discuss and Make Recommendation on an Ordinance Amending the Rebate Program to Require Repayment of Rebate Funds when Applying a Water Credit from a Device that Received a Rebate to a Water Permit for Increased Water Use

            Director Doyle made a motion that was seconded by Director Brower, to refer the ordinance to the Board for adoption with one amendment: page 5 of the ordinance, section Four.G.5. delete the words “July 1, 2009.”  The motion was approved unanimously on a vote of 3 – 0.   No comments were directed to the committee during the public comment period on this item.

 

3.         Discuss Water Credits and the Potential Impact of Revisions to Regulation XIV

The committee requested that the full Board discuss the following issue: should water credits continue to be granted for installation of water saving devices that are currently installed on a voluntary basis, but will, according to a proposed ordinance, become mandatory conservation standards.  The committee also requested that Ms. Pintar develop options for implementation of the proposed mandatory standards, including incentives for property owners so they incur a benefit from installing the fixtures.

 

Oral Reports

4.         Status Report on Regional Rainwater and Greywater Reuse Guidelines

            Ms. Pintar reported that she attended the March 21, 2009, meeting of the Monterey County Greywater Roundtable.  At the meeting, committees were formed to research development of regional design and installation standards for rainwater catchment systems, and creation of a brochure.  Ms. Pintar suggested to the group that the Pacific Grove Natural History Museum be considered as a demonstration site because a cistern is currently installed there.

 

5.         Update on Development of Ordinance Regarding Installation of Dual Plumbing Systems

            Ms. Pintar had nothing new to report.
