PUBLIC COMMENT
– Margaret Robbins asked if a change in land use to viticulture results in an increase
in the runoff of sediment or chemicals in the watershed. She also stated that the Carmel Valley
Association supports the hybrid regional water supply project proposed by LandWatch Monterey County.

component projects described in the Coastal Water Project EIR and in other local
project planning proposals and includes potential water saving activities such
as reducing pipeline leaks. See

ELECTION OF CHAIR AND VICE-CHAIR FOR FISCAL YEAR
2009-10
Lance
Monosoff made a motion to nominate John Dalessio for
Chair. Tom House seconded the motion. The
motion to elect John Dalessio as the Chair for the 2009-10 Fiscal Year (July1
to June 20) was approved unanimously.

CONSENT CALENDAR
– Lance Monosoff made a motion to
approve the minutes from the April 9, 2009 2008 Regular Meeting. Tom House seconded. The motion to approve the
minutes passed by a unanimous vote.
UPDATE AND DISCUSSION ON CARMEL RIVER
WATERSHED ACTIVITIES – Clive Sanders commended the steelhead rescue efforts
carried out by both the Carmel River Steelhead Association and MPMD.

CAPTIVE STEELHEAD REARING IN THE CARMEL
RIVER – Using several handouts, Kevan Urquhart, Senior Fisheries Biologist for
MPWMD, described the life cycle of steelhead in the Carmel River
and the ocean during an extended drought.
Mr. Urquhart showed that a captive rearing program would probably not be
required for droughts lasting three years or less, but that a rearing program
could provide some benefits for droughts that extend four or more years. He noted that between 1902 and 2009, there
had been only one five-year period [1987 through 1991] when annual surface
runoff was classed as dry or critically dry [i.e. a year when annual recorded
streamflow does not exceed 27,000 acre-feet per year and is in the lowest 25%
of all years.] Concerns about
establishing a captive rearing program include the potential for altering the
native steelhead gene pool, logistics of such a program, and the costs of
operating and maintaining facilities that would meet stringent federal and
state requirements.

STAFF REPORTS –
Concerning the San Clemente Dam, John Dalessio asked if Camp Steffani
properties could bought to avoid potential flood impacts if San Clemente Dam
were removed incrementally. Larry Hampson responded that incremental dam removal
was evaluated and rejected by the California State Department of Water
Resources due to the potential for increased flooding in several areas along
the river.

ITEMS TO
BE PLACED ON FUTURE AGENDAS
Committee members scheduled the next committee
meeting for October 15, 2009. The
following item was requested to be placed on a future agenda:
a. Discuss effects on the Carmel River
watershed of a change in land use to viticulture.
