In February 2008, the Board directed staff to investigate the feasibility of raising Los Padres Dam or otherwise increasing the storage capacity of Los Padres Reservoir. Staff reported progress to the Board at the April 21, 2008 and June 15, 2009 Board meetings. Staff held a series of meetings and made contacts with representatives of California Department of Water Resources’ Division of Safety of Dams, California Department of Fish and Game, National Marine Fisheries Service, Monterey County Water Resources Agency, and California American Water (CAW). The dam and reservoir are owned by CAW, and any construction or modification would require CAW’s permission. In October 2009, staff received a letter from CAW General Manager Craig Anthony, attached as Exhibit 3-A, stating that “currently, CAW has no interest in increasing the dam height or making other Los Padres Reservoir modifications.” This position effectively prevents the District from proceeding with any measures that would increase the storage capacity of Los Padres Reservoir.
