SUMMARY: The Board will consider approval of
budgeted funds for hydrogeologic and engineering support for construction of
the Fitch School Aquifer Storage and Recovery (ASR) Test well as part of the planned
expansion of the Seaside Basin ASR Project that the Monterey Peninsula Water
Management District (District) is pursuing in cooperation with California
American Water (Cal-Am). This work
entails drilling contractor coordination and management oversight during site
preparation, borehole drilling, well construction, well development, and well
production testing, as well as engineering design coordination with Cal-Am
regarding integration of facilities with the Cal-Am system.
It is intended that construction of the
Fitch School ASR Test well will facilitate compliance with the State Water
Resources Control Board (SWRCB) Order WR 2009-0060 (i.e., Cease Desist and
Order [CDO]), requiring Cal-Am to implement one or more “small projects” within
24 months that total not less than 500 acre-feet per year to reduce unlawful
diversions from the Carmel River. If
construction and testing of this ASR test well go as planned, District staff
has preliminarily estimated that this well will meet the criteria set forth in
the Order.
The District has received a proposal for
this work from the consulting firm, Pueblo Water Resources, Inc. (PWR) (Exhibit 4-A). The District requested the proposal from PWR
as the assigned staff at this firm are intimately familiar with the District’s
Phase 1 ASR Project at the Santa Margarita site, located approximately 1,000
feet southeast of the Fitch School ASR site, and PWR has been assisting both
the District and Cal-Am on implementation of that project, for which the firm
is under existing contract with District.
The proposed work is included in the
District’s Fiscal Year 2010-11 budget as a Cal-Am reimbursable item. The Board’s authorization of this item is
with the understanding that the District and Cal-Am will enter into an
agreement for cost reimbursement from Cal-Am for this item. In addition, the District’s authorization is
contingent on the
RECOMMENDATION: District
staff recommends authorization to amend the existing contract agreement with
PWR for the hydrogeologic and engineering technical services described in Exhibit 4-A,
for a not-to-exceed amount of $134,785.
If approved, staff will process an amendment for this amount in order to
initiate this work. The requested
funding authorization includes a 10% contingency amount which would only be
utilized based on written request and authorization by the District. The Board’s approval of this item is with the
understanding that the cost for this item will be reimbursed by Cal-Am through
an agreement with the District. The
notice of award for this item will be contingent on the MPUSD’s approval for
