SUMMARY:  Staff is seeking Board authorization to commit to purchasing 10,000 copies of a National Geographic partnership publication, Captive Rain: The Oldest Water Supply, that is under development by Onward Publishing (Exhibit 2-A) and is slated for release this Fall.  The cost of the 20-page rainwater harvesting publication includes approximately $6,000 for 10,000 copies at 0.57 cents a piece and $4,000 for a locally focused conservation ad to be on the back cover of the publication.  The total cost for each copy of the publication is $0.97 each.  Copies of similar publications by the same publisher are available for review at the District office.

Staff is also seeking authorization to order “Water is Precious on California’s Central Coast” mirror/window clings/stickers (approximately $2,800 or approximately $0.07 each).  These items are requested to support the District’s requirement for conservation-promoting signage in visible locations in all public, quasi-public and visitor serving commercial restrooms, kitchens, and dining areas, placards or decals approved by the District.

Funding for these items is included in the Fiscal Year 2010-2011 budget and is reimbursable by California American Water.  California American Water supports the purchase of this material, particularly as the conservation program focuses on reducing the use of potable water for irrigation.

RECOMMENDATION: Upon adoption of this item with the Consent Calendar, the Board authorizes staff to commit to the purchase of 10,000 copies of Captive Rain: The Oldest Water Supply with a back cover ad in a not-to-exceed amount of $10,000, and approves the expenditure of up to $3,000 for purchasing conservation print material (mirror/window clings/stickers) for public education.

IMPACT TO STAFF/RESOURCES:  Funding is available through reimbursement by California American Water in the conservation budget approved by the California Public Utilities Commission in May 2009.  Funds for this additional expenditure were in the Fiscal Year 2010-2011 budget.
