BACKGROUND, PURPOSE AND OBJECTIVES
The Monterey Peninsula Water Management District
(District) operates and maintains the Sleepy Hollow Steelhead Rearing Facility
(Facility) as an integral component of the District’s Mitigation Program for
the MPWMD Water Allocation Program and following its mission statement and
legislative directive to manage, augment and protect water resources for the
benefit of the community and environment. The Facility serves as a temporary
holding and rearing environment for fish that are rescued from habitats in the

The purpose of this Task Order is for DHDettman, Aquatic Biologist, who is the Facility’s original designer, to: (a) advise MPWMD staff on the best way to conduct ongoing diagnosis, testing and repairs to the water supply system at the Facility during emergencies, which are necessary to prevent the immediate loss of the fish being reared there, (b) review and advise the District on any proposals, grant applications or vendor contracts developed for any retrofit of the Facility’s intake to withstand and filter out the increasing sediment loads being experienced at the Facility, due to changing conditions in the watershed, and (c) assist District staff in the review and revision of the final SHSRF’s RRMP, based on public or interagency comments received from the document’s formal release in the Federal Record.
DETAILED SCOPE OF WORK FOR EACH TASK
TASK 1 – PROVIDE ONGOING EMERGENCY CONSULTATION SERVICES AT THE FACILITY
Provide Emergency Repair Consultation Services at the Facility: During the past three Fiscal Years (2007-2010), DHDettman, Aquatic Biologist assisted District Staff with diagnosis and repairs of the water supply and cooling systems at the Facility during emergency disruptions and failures. Initially on July 19, 2007, assistance had been provided under a letter authorization from the District General Manager at a cost not-to-exceed $2,000. Later that Fiscal Year, further services were requested on three occasions to address a failure of the cooling tower motor, a failure of cold well Pump No. 3, a possible failure of cold well Pump No. 5, and diagnosis and testing of malfunctioning sensors in the Monitrol Control system. The consultant has provided input on SHSRF repairs in each of the last three Fiscal Years. Under Task 1, the consultant will continue to provide ongoing emergency-repair consultations according to the terms and conditions of this contract.
Assumptions: Consultant will be available on a 24-hour x 7-day basis to assist District Staff with emergency response issues at the Facility, as needed. Emergency response may be as simple as advising District Staff on recommended diagnosis, testing and repairs, or as complex as coming to the Facility to directly advise contractors completing emergency repairs or modifications to ensure that flow and cooling is maintained for the fish reared at the Facility. The billing rates for on-site services or consultations by phone will be $120/hour, and for travel time will be $65.00/hour, plus $0.55/mile for round trip mileage to the Facility. Time will be billed in quarter-hour increments.
Deliverables: Consultant to provide an Email report on phone consultations and a letter report on any requested responses where travel to the Facility is required.
TASK 2 – REVIEW AND ADVISE STAFF ON PLANS TO RETROFIT THE WATER INTAKE SYSTEM AT THE SLEEPY HOLLOW STEELEHEAD REARING FACILITY (SHSRF)
Review Plans/Grant Applications/Contracts to Retrofit the Water Intake at the Facility: The District spent $2,000 in FY 2009-10 to revise the ten page, February 2003 List Engineering, Inc. report titled “Sleepy Hollow Steelhead Rearing Facility Sediment Control and Intake Retrofit” to reflect current environmental conditions, environmental regulatory constraints, and predictable changes due to the impending removal of San Clemente Dam. This report was provided to the California State Department of Fish and Game for them to seek ways to co-fund the improvements with various grant sources, including the California American Water/National Marine Fisheries Service (CAW/NMFS) Settlement Funds. Since Mr. Dettman designed and oversaw the original construction of the Facility in 1997 and implementation of the Interim Sediment Retrofit Project in 2003, his input will be invaluable in reviewing any revisions to the Intake Retrofit Plan, as well as any grant applications we may have to make and vendor contracts we may have to let to retrofit the water intake to the SHSRF. Under Task 2, the consultant will provide ongoing services according to the terms and conditions of this contract.
Assumptions: Consultant will be available by phone within 48 hours of contact to advise staff on Facility redesign problems, and will be able to review draft or final design documents within fifteen working days of receipt by the consultant. The billing rates for consultations, in person, by phone, or in writing will be $65.00/hour. If travel time is needed to attend any design review meetings, it will be at $65.00/hour, plus $0.55/mile for round trip mileage to the meeting place. Time will be billed in quarter hour increments.
Deliverables: Consultant to provide an Email report on phone consultations outlining who was spoken to, on what topic, what information was acquired towards the objective, and how it will affect decisions on the Intake Retrofit Plan. Consultant to provide a letter report on any requests for document review of revised engineering designs for the Facility’s intake.
TASK 3 – ASSIST THE DISTRICT’S SENIOR BIOLOGIST SUPERVISOR IN FIANLIZING THE SHSRF’s RESCUE AND REARING MANAGEMENT PLAN (RRMP)
Review final public comments from NMFS’ release of the SHSRF RRMP in the Federal Record: Since Mr. Dettman designed and oversaw the original construction of the Facility in 1997 and implementation of the Interim Sediment Retrofit Project in 2003, and he was the primary author of the Draft RRMP, his input will be invaluable in reviewing any suggested revisions to the RRMP made by the public or other government agency reviewers, after it is published in the Federal Record. Under Task 3 the consultant will provide drafts of revised text, tables, or figures in response to the comments from the public or other interagency reviewers, which the Senior Fisheries Biologist is unable to respond to on his own.
Assumptions: Consultant will be available by phone within 48 hours of contact to advise staff on revisions to the RRMP that need to me made to respond to the concerns of the public or other interagency reviewers, and will be able to review and respond to public or other interagency reviewer’s comments within fifteen working days of receipt by the consultant. The billing rates for consultations, in person, by phone, or in writing will be $65.00/hour. If travel time is needed to attend any design review meetings, it will be at $65.00/hour, plus $0.55/mile for round trip mileage to the meeting place. Time will be billed in quarter-hour increments.
Deliverables: Consultant to provide drafts of revised text, tables, or figures for the Senior Biologist Supervisor to revise the current Draft RRMP into final form for submission as part of a Federal Endangered Species Act, Section 10 Permit.
