SUMMARY: In
response to a Call for Bids, the District has received bids for a new compact,
hybrid sedan. The bids are summarized in
the following table:

As shown in the table, the low bid was from Cypress Coast Honda for a 2010
Honda Insight Hybrid in the amount of $21,293.26. The vehicle meets all specifications in the
Call for Bids except exterior color.
White paint is not available on the base model of the Insight and the
vehicle bid is silver, however, the Call for Bids states in part “The
District reserves the right to reject any and all bids, and further reserves
the right to waive any informalities or irregularities in the bids, and may at
its option make the award that in the judgment of the District is in the best
interest of the District.” Also, the
District has waived exterior paint color two times in recent years. The bid is approximately $3,700 less than the
amount budgeted for the vehicle.
RECOMMENDATION: District staff recommends that the Board authorize expenditure of budgeted funds to purchase a 2010 Honda Insight Hybrid from Cypress Coast Honda at a total cost of $21,293.26. The Administrative Committee considered this item on August 6, 2010 and voted 2 to 0 to recommend approval.
BACKGROUND: The Fiscal Year
2010-11 Budget includes $25,000 for the replacement of a 2003 Chevrolet Malibu
that became inoperable last year due to engine problems. At that time staff determined that it was not
economically feasible to repair the
