Carmel River Advisory Committee: The Carmel River Advisory Committee met on July 15, 2010.  The Committee’s next meeting is scheduled for October 21, 2010.  Final minutes of these meetings will be provided to the MPWMD Board of Directors under Committee Reports in a future Board packet (see Informational Items in monthly Board packets).

 

State Propositions 84 and 1E Integrated Regional Water Management (IRWM) Grant Program:  As the lead agency for the Regional Management Group for the Monterey Peninsula, Carmel Bay, and South Monterey Bay planning region, MPWMD submitted an application dated September 24, 2010 for a grant in the amount of $995,000 to update the existing IRWM plan consistent with new guidelines issued by the California Department of Water Resources.  MPWMD staff is working with the other Regional Water Management Group members and the stakeholder group on options for submitting an application for what is termed an implementation grant, which would be used to implement projects in our IRWM plan.

 

U.S. Army Corps of Engineers (Corps) Regional General Permit (RGP) for Carmel River Maintenance and Restoration:  The District submitted a request and application to the Corps seeking renewal of RGP 24460S to continue to conduct routine maintenance and restoration activities within an 18.6-mile segment of the Carmel River from the Carmel River lagoon at River Mile (RM, measured from the ocean) 0 to the San Clemente Dam at RM 18.6, but not including the dam.  The application was submitted in February 2010.  The Corps issued a Public Notice for the permit renewal on August 16, 2010; however, MPWMD staff was recently informed that the notice was improperly issued and will need to be reissued.  In order to conduct this year’s vegetation management program along the Carmel River, including selective cutting of vegetation on 45 properties to reduce obstructions to river flow and the potential for bank erosion, the Corps authorized the work under Department of the Army Nationwide Permit 27 –Aquatic Habitat Restoration, Establishment, and Enhancement Activities.  Staff will continue pursuit of the renewed RGP.
