SUMMARY:  The District and California American Water (Cal-Am) are in the process of completing a formal agreement for Phase 2 Aquifer Storage and Recovery (ASR) Project cost reimbursement. A final version of the reimbursement agreement is not available at this time, but is planned to be provided for review and possible approval at the January 27, 2011 Board meeting.  Consideration of the reimbursement agreement is dependent on approval of a long-term easement to the Seaside Middle School site by the Monterey Peninsula Unified School District (MPUSD), which is scheduled for consideration by the MPUSD Board on January 24, 2011.  Under the proposed reimbursement agreement, Cal-Am would reimburse the District for the costs that the District has incurred in constructing, equipping, and testing the first ASR well at the Seaside Middle School site.       

 

RECOMMENDATION:   Staff recommends that the Board receive and review the Reimbursement Agreement between the District and Cal-Am for construction of Seaside Middle School ASR Well #1.  If satisfactory, staff recommends that the Board approve the agreement and direct the General Manager to execute the agreement.

 

BACKGROUND:  In August 2008, the District began discussions with MPUSD for potential use of an unused portion of the Seaside Middle School property for potential expansion of the Seaside Basin ASR program (i.e., Phase 2 ASR Project).  In October 2009, the District drilled an exploratory borehole and constructed a monitor well array at the site.  This work confirmed that the site would be suitable for drilling a full-scale ASR test well.  During the July – August 2010 period, the first full-scale ASR well was drilled and constructed at the Seaside Middle School site.

 

It is planned to continue development of this site into a permanent ASR facility, similar to the existing Santa Margarita (i.e., Phase 1 ASR) site that is located approximately 1,000 feet to the southeast of the Seaside Middle School site.  This will entail completion of the necessary engineering designs, environmental review, permitting and construction of permanent facilities, including:  (a) a second full-scale ASR well, (b) permanent utility pipelines, permanent electrical facilities, and permanent backflush percolation system.  There will be no water treatment facilities at the Seaside Middle School ASR site; all water from this site will be treated prior to distribution into the Cal-Am system at the offsite Santa Margarita ASR Facility building, which is currently under construction.
