Exhibit 23-A shows the
water supply status for the Monterey Peninsula Water Resources System (MPWRS)
as of February 1, 2011. This system includes the surface water resources
in the Carmel River Basin, the groundwater resources in the Carmel Valley
Alluvial Aquifer and the Seaside Groundwater Basin. Exhibit 23-B focuses on four
factors: rainfall, runoff, storage, and steelhead. The report is limited to the water year that
began October 1, 2010 and will end September 30, 2011 (WY 2011). The rainfall and
streamflow values are based on measurements in the upper
Water Supply Status: As
shown, rainfall during January 2011 totaled
2.06 inches and brings
the cumulative rainfall total for WY 2011 to 10.41 inches, which is 93%
of the long-term average through January
of 11.24 inches. Estimated unimpaired
runoff during January 2011 totaled 10,933
acre-feet (AF) and brings the cumulative runoff total for WY 2011 to 19,870 AF, which is 100%
of the long-term average through January
of 19,927 AF. Usable storage, which includes surface and
groundwater, was 30,860 AF,
or 102% of the long-term average through
January of 30,120 AF. This storage
equates to 82% of system
capacity. In addition, 52 adult
steelhead were counted in the fish ladder at San Clemente Dam for WY 2011
through January; fish rescues have yet to begin.
Production Compliance: Under
State Water Resources Control Board (SWRCB) Cease and Desist Order No. 2009-0060,
California American Water (Cal-Am) is allowed to produce no more than 10,429 AF
of water from the
