1.
Update on
Potential for Seawater Desalination Within District Boundaries
The committee agreed that staff should schedule a meeting with Fred Meurer of the City of Monterey to brief him on the District’s intent to enter into preliminary discussions with the Naval Postgraduate School (NPS) on development of an open ocean intake desalination project at the abandoned City of Monterey wastewater treatment plant site. A follow-up meeting should then be scheduled with NPS staff.

Progress
Report on Aquifer Storage and Recovery Project
The committee agreed that a sign should be erected at the Water Project 1 site to advise the public that MPWMD developed the project and provide a brief description of the aquifer storage and recovery process.
Mr. Fuerst reported that the facilities building at the Water Project 1 site has been painted. Temporary underground pipelines leading to the building will be replaced with permanent pipelines after the injection season ends. The District is working with the Fort Ord Reuse Authority to obtain an expansion to its easement at the Water Project 1 site. California American Water Company (Cal-Am) must initiate a transfer of funds to the Monterey Peninsula School District for use of a long-term easement at the Water Project 2 site. The MPWMD will transfer the well at that site to Cal-Am after payment is received for costs incurred to construct the well.

Update on
Development of Recycled Wastewater Alternatives
The committee requested that the Board Chair and Vice Chair meet the week of March 7, 2011 with the Chair and Vice Chair of the Monterey Regional Water Pollution Control District (MRWPCA) to discuss how the MPWMD could coordinate with the MRWPCA on its plans for development of the Regional Urban Water Augmentation Project (RUWAP) and the Groundwater Replenishment Project (GRP). It was noted that development of the RUWAP and its pipeline are essential to construction of the GRP, because it will utilize the RUWAP pipeline.

Update on
Status of Carmel River Reroute/San Clemente Dam Removal Project
Mr. Fuerst reported that a meeting is scheduled on April 29, 2011 for all parties involved in the project to discuss funding and confer with technical groups charged with project planning. The Notice of Determination has not yet been issued on the project environmental impact report. In response to a question from the committee, Mr. Fuerst explained that if the San Clemente Dam is removed, California American Water will retain its pre-1914 water rights.
Other Items
Mr. Bell distributed to the committee a copy of the January 14, 2011 letter to Steven A. Quimby at the NPS transmitting preliminary information on the potential seawater desalination project at the former Monterey Treatment Plant site, and requesting a meeting to discuss the issue. Mr. Bell also distributed an overhead view of the proposed Water Project 3 site.

The next meeting was scheduled for March 22, 2011 at 2 pm in the District conference room.
