Exhibit 31-A shows the
water supply status for the Monterey Peninsula Water Resources System (MPWRS)
as of July 1, 2011. This system includes the surface water
resources in the Carmel River Basin, the groundwater resources in the Carmel
Valley Alluvial Aquifer and the Seaside
Groundwater Basin.
Exhibit
31-B focuses on four factors: rainfall, runoff, storage, and
steelhead. The report is limited to the
water year that began October 1, 2010 and will end September 30, 2011 (WY 2011). The rainfall and streamflow values are based
on measurements in the upper Carmel
River Basin at San
Clemente Dam. This site was selected
because of its location above storage facilities and the availability of
long-term rainfall and runoff records.
Water Supply Status: As
shown, rainfall during June 2011
totaled 1.29 inches
and brings the cumulative
rainfall total for WY 2011 to 24.73 inches, which is 117% of the long-term average through June of 21.20 inches.
Estimated unimpaired runoff during June
2011 totaled 5,202 acre-feet (AF) and brings the cumulative runoff
total for WY 2011 to 97,812 AF, which is 144% of the long-term average through June of 67,938 AF. Usable storage, which includes surface and
groundwater, was 30,950 AF,
or 100% of the long-term average
through June of 31,040 AF. This storage
equates to 82% of system
capacity. In addition, 452 adult steelhead were counted in the fish
ladder at San Clemente Dam for WY 2011 through June.
Production Compliance:
Under State Water Resources Control Board (SWRCB) Cease and Desist Order
No. 2009-0060, California American Water (Cal-Am) is allowed to produce no more
than 10,429 AF of water from the Carmel
River in WY 2011. In addition, under the Seaside Basin
Decision, Cal-Am is allowed to produce 3,202 AF of water from the Coastal
Subareas and 246 AF from the Laguna Seca Subarea of the Seaside Groundwater
Basin in WY 2011, as
modified by the Seaside Basin Watermaster in December 2010. Altogether, Cal-Am is currently
allowed to produce 13,631 AF from Carmel
River and Seaside Coastal sources for
customers in its main Monterey system and 246 AF
from the Laguna Seca Subarea for customers in its Laguna Seca subsystems, i.e.,
Ryan Ranch, Hidden Hills, and Bishop Systems (not adjusted for ASR recovery or Sand City
desalination plant production). For WY
2011 through June, Cal-Am has
produced 8,606 AF from the Carmel River,
Seaside Basins, Sand City Desalination, and ASR
recovery, for customer use. This water
production is 908 AF or 9.5% less than the target specified
for Cal-Am’s production from the MPWRS for WY 2011 through June. A monthly breakdown of
Cal-Am’s production from the Carmel River and the Seaside Groundwater Basin
Subareas for WY 2011 through June is
included as Exhibit 31-B. Cal-Am’s production from the Carmel River Basin
is reduced for diversions that are made for injection into the Seaside Basin;
Cal-Am’s “native” production from the Seaside Basin
is reduced for the recovery of injected water. For WY 2011 through June, 1,117 AF of groundwater have been diverted from the Carmel River
aquifer for injection into the Seaside
Groundwater Basin;
1,111 AF have been recovered for
customer use.
