I am writing to solicit your organization’s interest in serving on the Ad Hoc Public Ownership Advisory Committee (POAC) that the MPWMD Board of Directors has established. The purpose of the POAC will be to analyze the cost for public ownership of California American Water’s (Cal-Am) Monterey District, describe governance for a publicly owned utility, and define the public utility’s scope of responsibility. A draft charge for the POAC is attached.

The Board of Directors established this committee in response to a presentation that was given at the July 18, 2011 Board meeting by Ron Weitzmen of WaterPlus, a local organization that advocates for the public purchase of Cal-Am. WaterPlus presented its findings on the cost to purchase Cal-Am and requested that the Board form a subcommittee to conduct an independent analysis of the cost for public ownership of the water utility. The Board of Directors voted on August 15, 2011 to form an ad-hoc subcommittee that would be comprised of represenatives from local community groups.

The Board is soliciting input from a broad cross-section of community-based organizations, especially those in the business, environmental, real estate, visitor serving and military sectors. Each of the seven directors will select one representative to the committee. In addition Cal-Am and WaterPlus will each appoint a representative to participate on the committee. The committee is expected to meet once a month beginning in November 2011 through April 2012. These meetings would be noticed and open to the public in compliance with the Brown Act.

Attached is a questionnaire you can complete that will indicate your interest in serving on the POAC. Please return your organization’s response by no later than Monday, September 26, 2011, so that the Board can review and approve committee membership at its meeting on October 17, 2011.
