SUMMARY:
Funding for Rebates for California American Water customers is expected
to be available soon. The California
Public Utilities Commission approved $2.1 million for Rebates during the period
of 2012-2014 on June 7, 2012, but MPWMD needs an agreement with California
American Water regarding reimbursement before the program can be
restarted. As this program involves
significant reimbursable funding, staff is requesting authorization from the
Board to fund the program 14 days following receipt of an acceptable
reimbursement agreement with California American Water.
The
District administers the Rebate Program for all water Users within its
boundaries. The District’s involvement
with qualifying Rebates is paramount due to the number of local requirements
and permit conditions that affect properties.
The District reviews the application to ensure that the device qualifies
for a Rebate and to ascertain that the property has not been previously subject
to a requirement for the Qualifying Device(s).
This review is necessary to prevent double counting of water savings and
to maintain the integrity of the Rebate Program, which is to achieve voluntary
retrofits/replacements.
As
of June 7, 2012, the exact timing for funding the Rebate program is not known. However, the reinstatement will be heralded
with press releases, advertising by CAW and other outreach. District Rules 141-C and 141-F explain the
qualification processes.
RECOMMENDATION: By adopting this item with the Consent Calendar, the Board authorizes funding of the Rebate Program 14 days following receipt of an acceptable reimbursement agreement with California American Water.
