SUMMARY:  In May 2012, the Schulte Irrigation Well pump failed most likely due to the corrosion of the column which is the pipe that delivers water from of the pump in the well. A well failure like this requires the entire column and pump to be pulled and verification that the casing is not damaged. The estimated cost for the repair is $7,200.  Resolution No. 2002-08, allows the General Manager to approve contracts for up to $20,000 in an emergency.

 

RECOMMENDATION:  Staff recommends Board ratification of the expenditure of budgeted funds in the amount of up to $7,200 to Carmel Valley Pump and Backflow Service.  The Administrative Committee considered this matter at their June 4, 2012 meeting and voted 2 to 0 to recommend ratification.     

 

BACKGROUND:  In 1995, the District entered into an agreement with Gunnar and Eleonore Reimers (APN 169-171-30) to construct and maintain a well on their property to irrigate the Schulte Restoration Project.

 

Michael Anderson, of Carmel Valley Pump and Backflow Service, stated that the cause of the Schulte Irrigation Well pump failure is probably due to water that is corrosive (Monterey Bay Analytical determined the water corrosivity to be -0.67, indicating a corrosive environment).  To avoid the same problem in the future, Michael Anderson has recommended installing a three inch PVC pipe that the pump would hang on and a new pump.  The estimated cost of the new equipment, with associated labor, is up to $7,200 as shown in Carmel Valley Pump and Backflow Service’s quote. The expected life of the new equipment is a minimum of 10 years.
