SUMMARY: The Board will consider authorization for expenditure of reimbursable funds for design and installation of above-ground and underground water delivery pipelines, valves and meters for the new ASR-4 well that is currently under construction at the Water Project 2 site located at Seaside Middle School in Seaside. This work is part of the planned expansion of the Seaside Basin ASR Project that the Monterey Peninsula Water Management District (MPWMD or District) and California American Water (Cal-Am) are cooperatively pursuing to augment the water supply for the Monterey Peninsula community.

The ASR-4 well was constructed in Summer 2012 and underwent production testing in Fall 2012. The permanent pump and motor are currently on order for this well. One of the prerequisites to operating the new well is to install the appurtenant pipelines and associated equipment to enable connection to the Cal-Am distribution system and to the offsite backflush percolation pit at the nearby Water Project 1 ASR facility.

RECOMMENDATION: District staff recommends authorization to amend the existing contract agreement with Pueblo Water Resources (PWR) for the planned design, installation and construction management work on the ASR-4 well appurtenant water delivery pipelines and appurtenances for a not-to-exceed amount of $285,000. The requested funding authorization includes a 10% contingency amount to compensate for unanticipated cost variations which would only be utilized based on written request and authorization by the District. Staff will proceed with development of this work element if this item is approved along with the Consent Calendar.

IMPACT ON STAFF/RESOURCES: A significant staff effort has been expended in planning, coordinating, analyzing and overseeing work on the District’s ASR program in the Seaside Basin.

Planning, design, construction and operation of the Water Project 1 and 2 facilities are ongoing significant staff commitments, as reflected in the District’s Strategic Plan. Funds for this work are included in the MPWMD FY 2012-13 budget under Line Item 1-2-1 B. 1 (adopted June 27, 2012). District staff will continue to coordinate with Cal-Am on all work elements applicable for direct reimbursement.

BACKGROUND: In August 2008, the District began discussions with the Monterey Peninsula Unified School District (MPUSD) for potential use of an unused portion of the Seaside Middle School property for potential expansion of the Seaside Basin ASR program (i.e., Phase 2 or Water Project 2). In October 2009, the District drilled an exploratory borehole and constructed a dedicated monitor well array at the site. This work confirmed that the site would be suitable for drilling a full-scale ASR test well. In 2010, the District worked to facilitate Cal-Am’s acquisition of an easement for this ASR site. The next step in development of this project was to construct and test a full-scale ASR Test well at the site, which was undertaken in 2010 and 2011. This first well at the site is now known as ASR-3. This nomenclature is to minimize confusion and/or mislabeling of data associated with the ASR-1 and 2 existing wells at the nearby Water Project 1 (Santa Margarita) site that is located approximately 1,000 feet to the southeast of the Middle School site.

In addition to the installation of appurtenant pipeline facilities for the ASR-4 well, staff and its consultants are also in the process of undertaking other work to develop this site into a permanent ASR facility, similar to the existing Water Project 1 site. Accordingly, expenditure of funds will be requested separately for authorization of additional work elements as these are developed.
