SUMMARY: The
District has held a long-term Routine Maintenance Agreement (RMA) with the
California Department of Fish and Wildlife (CDFW – formerly California
Department of Fish and Game) for many years. The RMA authorizes the District to
carry out activities along the Carmel River such as vegetation management and stream
bank restoration. Many of the activities carried out as part of the Carmel
River Management Program, which is included in the Mitigation Program, require
individual permits from CDFW. However, the RMA streamlines this permit process
by authorizing a set of predetermined activities to take place as long as the
District notifies CDFW. The current RMA expired in December 2012 and the District
is currently applying for a new one, which requires an application fee.
RECOMMENDATION: Staff
recommends the Board authorize expenditure of budgeted funds in the amount of $2,689.50
to apply for a new RMA. The Administrative Committee considered this matter at
their February 20, 2013 meeting and voted 3 to 0 to approve this expenditure.
